Book excerpt: Does migration facilitate regional adjustment to idiosyncratic shocks in transition economies; If so, one should find a strong relationship between regional unemployment and average wages on the one hand, and migration flows on the other. Yet, the evidence from transition economies indicates that the efficacy of migration in reducing inter-regional unemployment and wage differentials has been low. High wages appear to stimulate overall mobility rather than encourage a net immigration, and, similarly, unemployment tends to discourage overall mobility rather than encourage net emigration. Moreover, migration flows have actually been declining in the course of transition, even as inter-regional disparities have been rising.

Furthermore, regional wages are only slightly more flexible than in many European Union labor markets, interregional migration is low, and capital seems to move toward high wage and low unemployment urban centers rather than to the most backward regions. It argues that the scarcity of productive job opportunities and the growing labor market segmentation are the two main labor market problems facing the transition economies. In the European transition economies the lack of jobs has led to persistent open unemployment. In the Commonwealth of Independent States (CIS) it has led to hidden unemployment (underemployment and low productivity employment). Unemployment in the European transition economies is supported by the developed social safety net. In contrast, in the CIS for most workers unemployment is not an affordable option. They either stick to their old, unproductive jobs in unrestructured enterprises, or work in the informal sector, or resort to subsistence agriculture. Thus, underemployment in the CIS is a mirror image of unemployment in the European transition economies. Accordingly, the high employment-to-population ratios in many CIS countries do not necessarily signify favorable labor market performance. Instead they often indicate delayed enterprise restructuring, the maintenance of unsustainable jobs in uncompetitive firms, and the existence of a large informal sector as an employer of last resort. Labor market segmentation has been caused by a sharp increase in earnings differentials and the attendant increase in the incidence of low-paid jobs, by the polarization of regional labor market conditions, and finally by the growth of the informal sector offering casual, low-productivity jobs. Book excerpt: This book explores trends in migration from Bulgaria to Switzerland since Bulgaria joined the European Union (EU) in 2007. Due to several unique factors, this in-depth case study provides a basis for understanding transnational migration in a wider European context. Bulgarians represent a fairly small community within Switzerland, and are quite scattered throughout the country. They come from various regions in Bulgaria with very different socio-economic profile. In Switzerland, apart from differences in linguistic regions and the federal system, there are significant regional disparities, providing a variety of contexts for exploring this transnational migration, causes and consequences. The first part of the book analyses who migrates and why, addressing regional disparities within Bulgaria. The text explores the impact of economic differences, educational background, and other factors that play into immigrants’ motivations to move. The next part of the book examines different migratory movements and transnational practices between Switzerland, Bulgaria, and other destination countries for Bulgarian immigrants. It addresses larger socioeconomic shifts and resulting impacts at individual, household, community, and national levels. Finally, the book assesses all of these factors within the context of shifting immigration policies. This work draws on mixed-method empirical research conducted in both countries over a three-year period, analysed within four major frameworks: transnationalism and migrant networks, social inequality, regional disparities and development, and immigration policies. The results will be of interest for researchers working in a variety of social science fields, including anthropology, geography, sociology, social psychology, law, public policy, political science, international studies, demography and exploring issues related to migration and development, social and regional disparities, inequality, employment, social networks, social identity and others.

Aging and uneconomical Europeans are being squeezed between innovative Americans and efficient Asians, it is said. With debt and demographics dragging down them down, one hears that European economies will not grow much unless radically new ways are discovered. The end of complacency in Europe is a good thing, but this loss of confidence could be dangerous. The danger is that in a rush to rejuvenate growth, the attractive attributes of the European development model could be abandoned along with the weak. In fact, the European growth model has many strong points and enviable accomplishments. One can say without exaggeration that Europe had invented a convergence machine , taking in poor countries and helping them become high income economies. World Bank research has identified 27 countries that have grown from middle-income to high income since 1987: a few thanks to the discovery and exploitation of massive natural resources (e.g.: oil in Oman and Trinidad and Tobago), several others like Japan, Hong Kong, Singapore, Taiwan, and South Korea, embracing aggressive export-led strategies which involved working and saving a lot, postponing political liberties, and looking out only for themselves. But half of the countries that have grown from middle income to high income Croatia, Cyprus, Czech Republic, Estonia, Greece, Hungary, Latvia, Malta, Poland, Portugal, Slovak Republic, and Slovenia are actually in Europe. This is why the European model was so attractive and unique, and why with some well designed efforts it ought to be made right again.
