El presente libro es fruto del quehacer académico de investigadores jóvenes titulados de Analistas en Políticas y Asuntos Internacionales de la Universidad de Santiago de Chile, que han encontrado en los desplazamientos humanos un lugar para desarrollar sus primeros acercamientos a la investigación y que representan el interés por la temática de las nuevas generaciones. Con la finalidad de fomentar el trabajo realizado por estos jóvenes investigadores en el área migratoria y potenciarlos, resulta esencial la difusión de sus propuestas con una publicación como esta, convirtiéndose dicho objetivo en uno de los principales fines de este texto.

Human mobility, economics, work, employment, integration, insecurity, diversity and minorities, as well as spatial patterns, culture, arts and legal and political aspects appear to be key areas in the current migration debates and research. Throughout the program of the Migration Conference you will find various key thematic areas covered in 598 presentations by 767 contributors coming from all around the world, from Australia to Canada, China to Colombia, Brazil to Korea, and South Africa to Norway. We are proud to bring together experts from universities, independent research organisations, governments, NGOs and the media. We are also proud to bring you opportunities to meet with some of the leading scholars in the field. This year invited speakers include Fiona B. Adamson, Markus Kotzur, Philip L. Martin, Karsten Paerregaard, Ferruccio Pastore, Martin Ruhs, Jeffrey H. Cohen, and Carlos Vargas Silva. The National Autonomous University of Mexico’s (UNAM) Climate Change Research Program (PINCC), funded the research coordinated by Armelle Gouritin. The research aims to answer the following questions: Does the Mexican legal framework and public policies address forced internal climate mobility? If not, what could be the elements of a legal framework and public policies to address the phenomenon? As the phenomenon was approached it was clear that it was extremely complex and consisted of numerous tensions that would lead to other questions throughout the research process. Climate forced internal displacement is projected as a huge-scale phenomenon in Mexico. Against this background, the book provides the first critical diagnosis of the current politico-legal Mexican framework and finds it to be lagging behind in terms of prevention and attention. The book analyses the three-level Mexican governance (federal, state and local levels), and identifies serious loopholes according to a rights-based approach that particularly focuses on women, indigenous peoples, and persons and communities with scarce economic resources. The results provide information on up-coming legislative and political processes and provide benchmarks that can be applied in other case-studies, including other national frameworks’ critical analysis.

Book excerpt: This book provides an overview of governance and development in the Mesoamerican Region (MAR), the design and scope of the Plan Puebla Panamá (PPP), its relationship to pre-existing regional organisms and its transformation into Proyecto Mesoamérica. The PPP was introduced as a holistic project that would reverse the cycles of poverty in Mesoamerica. However, the plan incited huge opposition from many groups within Mesoamerica, and throughout its duration few of its objectives were met. The author analyses the plan and describes the regional setting and precursors, as well as the US policy towards the Mesoamerican countries. Using this approach with an analysis of governance in Mesoamerica, this monograph shows a more complete picture of why this ambitious development project did not reach its goals and draws applicable insights to other regions where governance is complex.
