In The Middle East Riddle, he examines obstacles to achieving peace that transcend the negotiations process, mostly relying on a broad sociological analysis. Over the years, the conflict between Israelis and Palestinians has seemed like an intractable conflict of opposing narratives. Some argue that the Palestinians want to put an end to the State of Israel, while others believe Israelis want to impose their sovereignty via settlement expansion. However, the history shows that the two sides have been very close to an agreement. Fleischman examines a variety of nuanced solutions towards progress. He analyzes the idea of a Palestinian/Jordanian confederacy, as well as a proposed Israeli unilateral withdrawal from most of the West Bank. The book also explores the chances that the Palestinian security establishment, that has worked together with the Israeli security establishment for years, could generate the leadership necessary to restore order.

Globally, 70.8 million people are considered forcibly displaced by armed conflict and nearly 132 million people need emergency humanitarian assistance. At the same time, there has been a steep escalation in the deliberate, willful obstruction of humanitarian access, impeding the ability of humanitarian aid to reach the most vulnerable people and vice versa. As humanitarian emergencies become increasingly complex and protracted, blocked humanitarian access will only increase without urgent action. To ensure the ability of aid to reach those who need it most and to uphold the principles of international humanitarian law, the United States should elevate humanitarian access as a foreign policy priority and work to reconcile tensions between critical national security measures and the growing needs of vulnerable populations in fragile, conflict-affected states. This report is the result of the CSIS Task Force on Humanitarian Access.

The work concentrates on the Navy's command relationships, roles and missions, and operations in the period leading up to the First Gulf War, the war itself, and the wars in Afghanistan and Iraq.The Naval Historical Center completed this illustrated history of U.S. Naval Forces Central Command/Fifth Fleet to accompany the exhibit it installed in the headquarters building on board Naval Support Activity Bahrain. In keeping with the Center's mission of supporting the operating forces, the purpose of this book is to inform visitors to the headquarters and American Sailors serving in the Middle East about the Navy's presence in Arabian waters and the variety of missions the Navy has conducted there, in peace and in war. From the presidency of George Washington through the beginning of the Cold War, Americans have forged and maintained ties with the peoples of the Middle East. These bonds strengthened in 1949 with the establishment of the Middle East Force and a permanent U.S. naval presence in the Arabian Gulf. They grew even stronger when America committed itself to the defense of its friends in the region, establishing Central Command and its naval component, Naval Forces Central Command, in 1983. The United States Navy remains an anchor of resolve in promoting peace, stability, and prosperity in the Central Command area of responsibility. The author, Dr. Robert J. Schneller Jr., is well qualified to present this informative and well-illustrated history. He is co-author of a book on the Navy's role in operations Desert Shield and Desert Storm, and since 9/11 has been researching and writing about the Navy's role in the Global War on terrorism. Book excerpt: Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.

Surveying countries in other parts of the world during their transitions to democracy, author Stephen Grand argues that the long-term prospects in many parts of the Arab world are actually quite positive. If the current polarization and political violence in the region can be overcome, democracy will eventually take root. The key to this change will likely be ordinary citizens—foremost among them the young protestors of the Arab Spring who have filled the region's public spaces—most famously, Egypt's Tahrir Square. The book puts the Arab Spring in comparative perspective. It reveals how globalization and other changes are upending the expectations of citizens everywhere about the relationship between citizen and state.
