If democracy is the supposed panacea for the developing world, why have Southeast Asian democracies had such uneven results? In exploring these questions, political scientist Erik Martinez Kuhonta argues that the realization of equitable development hinges heavily on strong institutions, particularly institutionalized political parties and cohesive interventionist states, and on moderate policy and ideology. The Institutional Imperative is framed as a structured and focused comparative-historical analysis of the politics of inequality in Malaysia and Thailand, but also includes comparisons with the Philippines and Vietnam. It shows how Malaysia and Vietnam have had the requisite institutional capacity and power to advance equitable development, while Thailand and the Philippines, because of weaker institutions, have not achieved the same levels of success. At its core, the book makes a forceful claim for the need for institutional power and institutional capacity to alleviate structural inequalities.

It also examines the impact of international and regional regulation of the international economy, and questions the extent to which the issue of procurement policy should be regulated at the national, European or international levels. The role of EC and WTO law in mediating the tensions between the economic function of procurement and the social uses of procurement is discussed, and the outcomes of controversies concerning the legitimacy of the integration of social values into procurement are analysed. Buying Social Justice argues that European and international legal regulation of procurement has become an important means of accentuating the positive and eliminating the negative in both the social and economic uses of procurement.

In "Getting By," Donald M. Nonini draws on three decades of research in the region of Penang state in northern West Malaysia, mainly in the city of Bukit Mertajam, to provide an ethnographic and historical account of the cultural politics of class conflict and state formation among Malaysians of Chinese descent. Countering triumphalist accounts of the capitalist Chinese diaspora in Southeast Asia, Nonini shows that the Chinese of Penang (as elsewhere) are riven by deep class divisions and that class issues and identities are omnipresent in everyday life. Nor are the common features of "Chinese culture" in Malaysia manifestations of some unchanging cultural essence. Rather, his long immersion in the city shows, they are the results of an interaction between Chinese-Malaysian practices in daily life and the processes of state formation—in particular, the ways in which Kuala Lumpur has defined different categories of citizens. Nonini's ethnography is based on semistructured interviews; participant observation of events, informal gatherings, and meetings; a commercial census; intensive reading of Chinese-language and English-language newspapers; the study of local Chinese-language sources; contemporary government archives; and numerous exchanges with residents.
