Written by distinguishing experts in this field, this book highlights women’s empowerment, which is a process of entrusting power to an individual on the control over resources and decisions. However, these two factors are less effective in a society where religion and cultural dominance is high. The book sheds light on the social security measures undertaken by the government aiming to the right to work helped women who are bounded by social restrictions. Over time there is a shift in rural occupational structure towards non-farm activities, which is largely distress driven self-employment. Access to credit is a great source to provide self-employment that develops self-esteem among women and uplift their position. The book highlights the discrimination against women entrepreneurs in access to credit led to gender biased entrepreneurial society. Association with self-help groups (SHGs) has made women more socially empowered. SHG members help them to change their life in a positive manner through micro-entrepreneurial activities. The book has emphasized on the role of microfinance, which has served the poor to become financially self-reliant. It is observed that for second generation borrowers, the impact of microfinance seems to fizzle out, where MFIs who are gaining efficiency are diverting their objective of servicing poor, signalling a sign of mission drift.

Book excerpt: This book deals with the effectiveness and the capability of microfinance institutions (MFIs) to enhance women’s livelihoods and empowerment and to mitigate the effects of HIV and AIDS in Côte d’Ivoire. The results show that MFI credit causes positive and negative effects. MFI credit has improved incomes, the level of farm production and human and social capital. MFI credit has also enhanced women’s decision-making power within households due to their new ability to contribute to the improvement of the household standard of living. Furthermore, women’s empowerment regarding the demand for and the use of credit give them more opportunity to obtain MFI credit. Despite the positive effects of MFIs on women’s income, this publication shows that loan repayment was not successful among some female borrowers due to the fact that the loan has not been used for investment purposes. For MFIs, the diversion of loans can endanger their functioning and sustainability and therefore their effectiveness in rural areas. Regarding HIV, this book highlights the diversity and the specificity of the way HIV-affected individuals are financially supported by credit institutions. Both the direct and indirect effects of HIV and AIDS on women’s livelihood and MFIs are analysed.

The government of Uganda and the private sector have invested a substantial amount of money towards achieving women s economic empowerment through microfinance institutions. Despite this investment, information regarding women economic empowerment through the use of loan facilities is still lacking. This book analyses the factors that constrain women in the access and use of credit for economic empowerment. The main argument here is that provision of credit alone, is not sufficient enough to elevate the economic status of the poor. The main idea here is that women need to play an active role in their own empowerment by being facilitated to make informed business choices and participate in making decisions concerning the allocation and control of their income.

Little has been done to either assess the position of women in credit/savings initiatives or to assess the capacity of MFRs in empowering women, and no Ugandan studies have used a methodology that adequately defines and measures women's empowerment. Available studies tend to focus only on defining factors that affect women's access to microfinance. The present study examines the nature of women's empowerment as measured by decision-making power, in relation to various types of MFRs. It recognizes the multidimensional nature of empowerment as a process involving personal, social, economic and political dimensions. The study focuses on decision-making power as the basis for transforming lives at the household level and in the wider society. Data were derived from a questionnaire survey of 527 women and men farmers in the two regions. Causal analysis used Multiple Logistic Regression to determine the effects of microfinancial use on women's decision-making power in agricultural activities and household income use. The study establishes that participation in informal financial groups is the most important microfinancial resource promoting women's empowerment in Ugandan rural households. Both women and men use informal financial groups more than any other source of microfinance, but the benefits are significantly influenced by other sociocultural factors; for example, participation in informal financial groups increases women's decision-making power over non-traditional matters (household income control) but not over women's traditional issues (agricultural production). Conversely, rural men's empowerment is associated with the use of informal loans from individuals (friends, relatives or merchants). For women, individual-level factors such as occupation (farming, trading), and household level factors, notably household headship, have a profound influence on empowerment in both traditional and non-traditional spheres of decision-making. In contrast, rural men's empowerment is mainly associated with their gender rather than with household level conditions. Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

The rural poor with the assistance from NGOs and various microfinance institutions have demonstrated their potential for self-help group to secure economic and financial strength. Various case studies prove that the credit availability has impact on women's empowerment. Thrift is a very important indicator of a group's success because consistent growth in thrift is a clear indication of the growing confidence of the members in the group. Collection of thrift is a major activity of the SHGs. The poor who need money for purchase of various consumption goods quite often meet their contingencies by borrowing from professional money-lenders and others at high rates of interest. SHGs have been extremely effective in creating the habit of savings among the rural poor and mobilizing it for common good. Government and NGOs should look beyond credit and follow the 'credit with social development' approach. Policy implications and programme attributes are to be framed to achieve better results in reducing poverty and empowering women.
