Book excerpt: With 7 million borrowers and US$5.4 billion in outstanding loans in 2012, the Viet Nam Bank for Social Policies (VBSP) is the largest single microcredit lender in the world. We measure the impact of VBSP lending and seek to answer the question of whether continued subsidies to the bank, which amount to about 2 percent of the value of its loans, are justified. VBSP grew particularly rapidly between 2004 and 2008, when its share of total loans in Viet Nam rose from 10 to 27 percent, and by 2008 an estimated two-fifths of its loans were ostensibly used for directly productive purposes. Using data from a panel of 1,846 rural households interviewed in 2004, 2006, and 2008 as part of the Viet Nam Household Living Standards Survey, we estimated the impact of VBSP lending on consumption and income per capita, as well as self-employment earnings. Both an intention-to-treat model with fixed effects, and a quantity-of-credit model with fixed effects and using instrumental variables, show significant or close to significant impacts of VBSP microloans on consumption and income, but our data do not have enough power to determine whether this mainly works via agricultural or nonagricultural self-employment income. Without VBSP, the rural poverty rate would have been 0.7 percentage points higher in 2008 than it actually was. The subsidy is likely justified, given the evidence and scale of the positive impact of VBSP loans on consumption spending and the concentration of benefits among poorer households in Viet Nam.

Book excerpt: This paper evaluates how governmental microcredit affects rural households in Vietnam using panel data obtained from Vietnam Household Living Standards Surveys 2010, 2012, 2014. Employing household fixed-effects with instrumental variable, the results show that the Vietnam Bank for Social Policies (VBSP) microcredit program has no significant impact on total income of household. Decomposing the total income into smaller components, we find significant and positive impacts of microcredit on profits from farming activities, whereas insignificant impacts are found on such other components as income from wage and income profits from non-farming activities. The findings also show positive, significant impacts on total household expenditure, food consumption and spending on health care.

Book excerpt: It is argued that without collateral the poor often face binding borrowing constraints in the formal credit market. This justifies a micro-credit program, which is operated by the Vietnam Bank for Social Policies to provide the poor with preferential credit. This paper examines poverty targeting and impact of the micro-credit program. It is found that the program is not very pro-poor in terms of targeting. Among the participants, the non-poor account for a larger proportion of loans. The non-poor also tend to receive larger amounts of credit compared to the poor. However, the program has positive impact on poverty reduction of the participants. This positive impact is found for all the three Foster-Greer-Thorbecke poverty measures.

Book excerpt: The microfinance industry has evolved from its earliest roots as a social movement to a multifaceted financial services industry for the poor. The aim of this research is to add to the existing literature by exploring the poverty reduction approach and financial systems approach to microfinance and its implications on poor rural households in Vietnam. It does this through analyzing three main areas: (i) a comprehensive assessment of microfinance in Vietnam; (ii) analyzing the advantages and disadvantages of the poverty reduction and financial system approaches; and (iii) evaluating the impact of access to credit on household poverty reduction in rural Vietnam. It is demonstrated that a wider range of supporting services such as improvements in physical infrastructure, healthcare, education and skill training is necessary to help the poorest out of poverty. The future of microfinance in Vietnam is shifting from subsidized microcredit through large organizations and state development banks to a market-based provision of credit through independent NGOs. This research finds that the market systems approach may increase financial burdens for poor rural households in Vietnam. Pushing back against the commercialization of microfinance is “responsible finance.” The global financial crisis in 2008 emphasized the importance of accountability, security, and transparency in financial services. Innovative technologies may help reduce the risk of increasing financial burdens on clients while scaling social impact.

Millions of poor and non-bankable people in developing countries have been provided access to formal financial services through microfinance programs. However, the development of microfinance is not a single model for all country and microfinance institutions (MFIs) have had various degree of sustainability. Many MFIs still face major constraints in their pursuit of effectively delivering microfinance services profitably. Expansion of microfinance programs remains a formidable challenge for the development of microfinance industry. What would be reasons for that inefficiency?This thesis seeks to contribute to the current state of knowledge and research thoroughly on the development and the characteristics of microfinance industry by investigating strategic factors affecting microfinance development in Vietnam context. It applies both qualitative and quantitative research methods.We develop comparative analysis between financial innovation of Vietnam microfinance system and two other international benchmarks namely Grameen Bank in Bangladesh and the Bank Rakyat of Indonesia (BRI) to figure out what constraints limit the scale and scope of Vietnam microfinance activities; what types of microfinance models are suitable: whether for-profit commercial models or social microfinance ventures in Vietnam context. Besides, empirical work is carried out using both OLS and GMM techniques to examine the impact of institutional environment as well as macroeconomic factors on MFIs' profitability. The results present evidence on a dynamic role of profitability and economies of scale in microfinance. Loan quality seems to be a very important determinant of MFI's profitability in Vietnam. Our analysis also confirms the significant role of State level as well as the decisive role in self-innovation of microfinance institutions.
