These water-level fluctuations (WLF) have multiple effects on the organisms above and below the waterline. Natural WLF patterns in lakes guarantee both productivity and biodiversity, while untimely floods and droughts may have negative effects. Human impacts on WLF have led to a stabilization of the water levels of many lakes by hydraulic regulation, untimely drawdown due to water use, or floods due to water release from hydropower plants in the catchments. They are vital to the economy of the Great Lakes region and to the quality of life of its residents, providing drinking water for more than 33 million people in Canada and the United States, supplying hydroelectric power, supporting industries, providing waterborne transportation, and offering a variety of recreational opportunities. Human activities have, however, imposed stresses on the Great Lakes basins ecological integrity, and one of these stresses the introduction of nonindigenous species of animals and plants is the focus of this report. The opening of the St. Lawrence Seaway in 1959 provided a route into the Great Lakes not only for international maritime trade but also for aquatic invasive species (AIS) carried in the ballast water needed by ships to operate safely. Ships ballast water is not the only vector by which AIS enter the Great Lakes, but it has accounted for 55 to 70 percent of reported AIS introductions since 1959, including that of the zebra mussel (Dreissena polymorpha).

Increasing world trade and a concomitantly growing global shipping fleet composed of larger and faster vessels, combined with a series of prominent ballast-mediated invasions over the past two decades, have prompted active national and international interest in ballast water management. Assessing the Relationship Between Propagule Pressure and Invasion Risk in Ballast Water informs the regulation of ballast water by helping the Environnmental Protection Agency (EPA) and the U.S. Coast Guard (USCG) better understand the relationship between the concentration of living organisms in ballast water discharges and the probability of nonindigenous organisms successfully establishing populations in U.S. waters. The report evaluates the risk-release relationship in the context of differing environmental and ecological conditions,including estuarine and freshwater systems as well as the waters of the three-mile territorial sea.
