Book A Prelude to the Welfare State

Download or read book A Prelude to the Welfare State written by Price V. Fishback and published by University of Chicago Press. This book was released on 2000 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Workers' compensation was arguably the first widespread social insurance program in the United States--before social security, Medicare, or unemployment insurance--and the most successful form of labor legislation to emerge from the early progressive movement. In A Prelude to the Welfare State, Price V. Fishback and Shawn Everett Kantor challenge widespread historical perceptions by arguing that workers' compensation, rather than being an early progressive victory, succeeded because all relevant parties--labor and management, insurance companies, lawyers, and legislators--benefited from the ruling.

Book The Workers Compensation System in Michigan

Download or read book The Workers Compensation System in Michigan written by H. Allan Hunt and published by W. E. Upjohn Institute. This book was released on 1982 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Michigan Closed Case Survey examined workers' compensation cases that were closed in the fall of 1978. Specific objectives of the study were to compare the workers' compensation experience of the insured and self-insured employer populations, to provide an empirical description of the workers' compensation system in Michigan, and to determine the role of litigation in the system. Based on abstracts of 954 unlitigated and 1,224 litigated workers' compensation cases, researchers drew the following conclusions: (1) while 48 percent of cases from employees of the big three automakers are litigated, other self-insured employers and insured employers experience 19 and 22 percent litigation rates respectively; (2) the litigation process generally results in more lump sum payments; (3) the big three automakers and the insured employers have similar average disability durations, whereas other self-insured employers enjoy average durations that are 30 percent lower; and (4) only 20 percent of beneficiaries actually received the two-thirds gross replacement rate specified by law. Because Michigan's workers' compensation litigation system seems to have grown into a miniature replica of the tort liability system it was supposed to replace, a general overhaul of the litigation system is urged. Available in PDF, EPUB and Kindle. Book excerpt: In the early twentieth century, a group of women workers hired to apply luminous paint to watch faces and instrument dials found themselves among the first victims of radium poisoning. Claudia Clark's book tells the compelling story of these women, who at first had no idea that the tedious task of dialpainting was any different from the other factory jobs available to them. But after repeated exposure to the radium-laced paint, they began to develop mysterious, often fatal illnesses that they traced to conditions in the workplace. Their fight to have their symptoms recognized as an industrial disease represents an important chapter in the history of modern health and labor policy. Clark's account emphasizes the social and political factors that influenced the responses of the workers, managers, government officials, medical specialists, and legal authorities involved in the case. She enriches the story by exploring contemporary disputes over workplace control, government intervention, and industry-backed medical research. Finally, in appraising the dialpainters' campaign to secure compensation and prevention of further incidents--efforts launched with the help of the reform-minded, middle-class women of the Consumers' League--Clark is able to evaluate the achievements and shortcomings of the industrial health movement as a whole.

This book was released on 2017-02-17 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: In January 2016, a series of states of emergency for the City of Flint were declared by the Mayor, the Governor and even the President. These declarations turned the attention of the state and nation to the Flint water crisis. As a result, the state, local and federal governments sprang into action. The National Guard was tasked to assist. FEMA1 sent representatives. Community organizations and non-profits from throughout the state, and even nationally, responded by volunteering, and sending bottled water. The Governor formed Mission Flint, which brought key members of the Administration together weekly, and the Legislature authorized a supplemental budget. Bottled water and water filters were distributed and residents were provided information in multiple languages. It was all hands on deck. From all accounts, the government was operating the way we would expect it to operate in response to an emergency. What then, was the problem? The timing. Preceding this flurry of "state of emergency" activity, Flint residents had been reporting heavily discolored and bad tasting water for well over a year. This report is triggered by the Flint Water Crisis, but in many ways is not just about Flint. This report seeks to outline a broader framework to explain why the crisis occurred and to propose a set of recommendations that minimizes and safeguards against similar crises in the future. Our report is not meant to assess blame, but to help ensure that such a crisis does not occur in the future and to address shortcomings that continue to persist over time.
