This report was prepared at the invitation of the U.S. Department of Education under the leadership of the Global Perspective Institute, Inc. (GPI) and AAC&U. It was developed with input from a series of national roundtables involving leaders from all parts of the higher education and civic renewal communities.

From the birth of a new neighborhood known as "Colored Town," Dunn traces the blossoming of black businesses, churches, civic groups, and fraternal societies that made up the black community. A substantial portion of the book is devoted to the Miami civil rights movement, and Dunn traces the evolution of Colored Town to Overtown and the subsequent growth of Liberty City.
