Book excerpt: The purpose of this volume is to help governments in their efforts to build, strengthen, and fully institutionalize their monitoring and evaluation (M&E) systems, not as an end in itself but in support of improved government performance-in other words, sound governance. The volume brings together the considerable experience accumulated by the World Bank's Independent Evaluation Group (IEG) in its longstanding program of support for governments and Bank staff in their efforts to build M&E systems. It also draws on the growing body of literature from other sources on this issue. There is currently a great deal of emphasis on results and on being able to demonstrate performance. Part one starts by focusing on exactly what M&E has to offer to governments. Part two focuses on the experience of several countries that have succeeded in building a well functioning government M&E system. Part three analyzes the lessons from building government M&E systems in these and many other countries, both developing and developed. Ways to strengthen a government M&E system are presented in Part four. Part five maps out those issues where international experience with government M&E systems is not well understood or well documented. Finally, part six provides a series of commonly asked questions on M&E and their answers.

Book excerpt: In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.

Book excerpt: This book reviews the experience with one specific though widely introduced approach to funding general education, namely per capita financing (PCF), in six countries in the Europe and Central Asia (ECA) region in an effort to learn which outcomes were achieved and how. Six country case studies are the bulk of the book and were chosen as a project that the World Bank initiated back in 2007. The set of countries chosen (Armenia, Estonia, Georgia, Lithuania, Poland and the Russian Federation) was motivated by the fact that the World Bank was actively involved in supporting reforms in these countries and, in some cases, played a fundamental role in bringing these reforms to fruition. The hope is that, as a result, the likelihood of observing the outcomes of per capita financing is higher. An attempt was made at geographic variation across the ECA region as well. Chapter 1 provides a general introduction to the book. Chapters 2 through 7 discuss the country case studies. The case studies are presented in alphabetical order: Armenia (chapter 2), Estonia (chapter 3), Georgia (chapter 4), Lithuania (Chapter 5), Poland (Chapter 6), and Russia (chapter 7). All six chapters present a similar structure. First, an introduction is provided to motivate the discussion. Second, the historical background to the introduction of the PCF system is discussed. Third, the design of the PCF scheme is analyzed. Fourth, the peculiarities of the implementation of the scheme are described. Fifth, an assessment of a set of three main outcomes - efficiency, equity and transparency/accountability - is presented. A sixth and final section provides a summary of the lessons learned in each of the cases. Chapter 8 presents an in-depth overview of the case studies, within a common framework to compare these experiences.

Book excerpt: Regular and timely review appraisal and communication of safety information are critical to risk management during the clinical development of drugs. Whereas the overall goal of a clinical development program is to characterize the benefit-risk relationship of the product in a particular patient population, the risk to individual trial subjects is a critical consideration during product development at a time when the effectiveness of a product is generally uncertain. By conducting an overall appraisal of safety data at regular intervals, risks can be recognized thoughtfully assessed and appropriately communicated to all interested stakeholders to support the safety of clinical trial subjects. Although regulatory authorities currently require the submission of a periodic safety report during the conduct of clinical trials, there are substantial differences in the format content and timing of the different reports. The CIOMS VII Working group is proposing in this new publication an internationally harmonized document namely the Development Safety Update Report (DSUR) that is modeled after the Periodic Safety Update Report (PSUR) for marketed products. It presents the general principles behind the preparation and use of the DSUR and a model DSUR. The model is illustrated with sample fictitious DSURs for a commercial and non-commercial (trial-specific) sponsor.
