This report presents a review of current Air Force fuel consumption patterns; an analysis of previous programs designed to replace aircraft engines; an examination of proposed engine modifications; an assessment of the potential impact of alternative fuels and engine science and technology programs, and an analysis of costs and funding requirements.

The methods are a trade study costing method for detailed cost analysis of trades-off between weight, cost, type of construction and type of material and a system costing method for determining the projected cost of a complete airframe within the context of a weapon system development. This volume provides a technical discussion of method development. Tradeoff capability has been provided for a range of alternative structure and material combinations. A technique for independently assessing complexity factors has been developed and demonstrated. Manufacturing costs are separately estimated for the primary elements of substructure: ribs, spars, covers, leading edges, trailing edges, tips, etc. The trade study method provides an iterative capability stemming from a direct interface with design synthesis programs. A detailed cost data base and system for data expansion is provided. The methods are designed for ease in changing cost estimating relationships and estimating coefficients resulting from cost data update. (Author).

The previous study resulted in two separate estimating methods: a trade study and a system costing method. These methods provided two essential estimating capabilities: the capability of assessing the relative difference in the cost of the basic structures attributable to variations in type of construction and material in an iterative fashion to support tradeoff studies during the preliminary design process, and the capability of accurately estimating total airframe costs in manhours and materials for selected design while retaining sensitivity to type of material and construction. Book excerpt: This Cost Estimating Relationship (CER) for Fixed Wing Aircraft was developed to estimate the unit cost of a twin engine, commercial, turbo-prop aircraft procured off the shelf. The Army has a limited fixed wing capability and most of this capability is procured in a commercial environment instead of through a typical rotor wing procurement cycle. The list price in the commercial market includes both engines and standard avionics, while in a typical Government rotor wing procurement these items are Government Furnished Equipment. Therefore, this CER was developed using the parameter of empty weight and aircraft commercial list price. The data collected was analyzed using the Statistical Analysis System (SAS) on the AVSCOM Scientific and Engineering Computer System. The program developed is a linear regression of the form (y = a + bx), and the results are shown in the report.

Detailed cost and man hour data supplied by the airframe industry permitted derivation of estimating tools for major aircraft components. Separate equations were derived for engineering, tooling, manufacturing, and material cost. The major explanatory variable was always weight. It was hypothesized that structural modification cost could be estimated on the basis of the weight of material added. Estimates of the cost of modification for the B-52, C-141, C-5, and EF-111 were compared with cost data from industry. Considerable informed judgment is required as is a knowledge of such program-specific facts as whether the original production tooling still exists. Rather than a mathematical model, the study describes the kinds of information needed, suggests guidelines, and presents estimating equations for airframe systems and subassemblies. These contribute to an understanding of the estimating problem but do not constitute a general solution. (Author).
