Book excerpt: This book critically analyzes US political-military strategy by arguing that freedom of the seas discourse is fundamentally unfit for an era of maritime great power competition. The work conducts a genealogical intellectual history of freedom of the seas discourse in US foreign policy to show how the concept has evolved over time to facilitate American control over the global ocean space. It concludes that the contemporary discourse works to establish the high seas as an arena free from claims of sovereignty so that the United States, as the presumed unrivaled naval power, can intervene globally on behalf of its national interests. However, since sea control strategies depend on a preponderance of material force, as the United States wanes in relative material capability it becomes less able to support political-military strategies predicated on the assumption of global naval dominance. The book provides a timely commentary on the current geopolitical competition between the United States and China, and critiques the US approach toward China in the maritime domain in order to highlight potential avenues of foreign policy action that may enable the two countries to mitigate the risk of conflict. This book will be of much interest to students of naval history, maritime security, US foreign policy, and international relations.

The largely agrarian South did not have the industrial base to succeed in a protracted conflict. What it did have—and what England and other foreign countries wanted—was cotton and tobacco. Industrious men soon began to connect the dots between Confederate and British needs. As the blockade grew, the blockade runners became quite ingenious in finding ways around the barriers. Boats worked their way back and forth from the Confederacy to Nassau and England, and everyone from scoundrels to naval officers wanted a piece of the action. Poor men became rich in a single transaction, and dances and drinking—from the posh Royal Victoria hotel to the boarding houses lining the harbor—were the order of the day. British, United States, and Confederate sailors intermingled in the streets, eyeing each other warily as boats snuck in and out of Nassau. But it was all to come crashing down as the blockade finally tightened and the final Confederate ports were captured. The story of this great carnival has been mentioned in a variety of sources but never examined in detail. Breaking the Blockade: The Bahamas during the Civil War focuses on the political dynamics and tensions that existed between the United States Consular Service, the governor of the Bahamas, and the representatives of the southern and English firms making a large profit off the blockade. Filled with intrigue, drama, and colorful characters, this is an important Civil War story that has not yet been told.

Book excerpt: When Abraham Lincoln issued his final Emancipation Proclamation on January 1, 1863, he not only freed the slaves in the Confederate states but also invited freed slaves and free persons of color to join the U.S. Army as part of the U.S. Colored Troops (USCT), the first systematic, large-scale effort by the U.S. government to arm African Americans to aid in the nation’s defense. By the end of the war in 1865, nearly 180,000 black soldiers had fought for the Union. Lincoln’s role in the arming of African Americans remains a central but unfortunately obscure part of one of the most compelling periods in American history. In Lincoln and the U.S. Colored Troops John David Smith offers a concise, enlightening exploration of the development of Lincoln’s military emancipation project, its implementation, and the recruitment and deployment of black troops. Though scholars have written much on emancipation and the USCT, Smith’s work frames the evolution of Lincoln’s ideas on emancipation and arming blacks within congressional actions, explaining how, when, and why the president seemed to be so halting in his progression to military emancipation.
