These institutions are challenged to carry out management, research, and teaching, and to create settings that allow developing new competencies to address the complex global environmental, social, cultural, and economic pressures with which current and future generations are confronted. The first chapters discuss issues of sustainability in higher education, namely the role of universities in promoting sustainability and the emergent fields of sustainability science and education for sustainable development and how to integrate and motivate sustainability into the university. Subsequent chapters present examples of sustainability assessment tools specifically developed for higher education institutions, such as the AISHE – Auditing Instrument for Sustainability in Higher Education, the GASU – Graphical Assessment of Sustainability in Universities too, the STAUNCH – Sustainability tool for Auditing Universities Curricula in Higher Education. The use of other integrated tools are also presented. The papers have adopted a pragmatic approach, characterized by conceptual descriptions, including sustainability assessment and reorienting the curricula, on the one hand, and practical experiences on the other, with good practices from different edges of the world. The Political Ecology of Agrofuels advances a conceptualisation of agrofuels that helps to fill existing research gaps. It covers global food regimes and agrarian politics as well as political arenas such as energy, climate, transport and trade. It reflects on the biophysical materiality of agrofuels, new forms of nature appropriation, struggles, discursive framings, the building of hegemony, shifting geopolitical constellations, socio-spatial configurations of power, the construction of territory, the agency of social movements and the different ways in which agrofuels are politicized at different scales. This book asks how patterns of mobility, emissions regulation, food and energy production and consumption, and social relations (e.g. labour, class and gender relations) are shaped and re-shaped by the materiality and representations of agrofuels in both the Global South and North. The book provides tools for thinking about the diversity of the conflicts, struggles and spatial, socio-ecological and politico-economic reconfigurations and perpetuations engendered by current production and consumption patterns in the agrofuel sector.

Book excerpt: This country profile contains an analysis of the causes of deforestation and forest degradation in Peru, and the economic, institutional and political context in which REDD is emerging in the country. Peru has a total forest area of approximately 73 million hectares, almost 60% of national territory. In the past few years, deforestation decreased from 150,000 ha/year to 106,000 ha/year but it still represents one of the biggest sources of greenhouse gas emissions in the country. While it has decreased recently, an increase is expected during coming years due to development policies that support the expansion of road infrastructure in the Amazon, an increase in agricultural production and support for the extractive sectors. The government has declared a goal of reducing to zero the deforestation rate across 54 million hectares of primary forest by 2021, and has initiated the preparation process for REDD+ (Reducing Emissions from Deforestation and Forest Degradation Plus) at a national and subnational level. While the pilot projects are already underway, with international and national funding, and even certification according to international standards, the national government is still in the process of developing REDD+ and MRV (Measuring, Reporting and Verification) strategies under the leadership of MINAM. Even if REDD has solid support within certain sectors of the government and civil society, it will face big challenges during the implementation phase due to a lack of intersectoral coordination and support to a socioeconomic development that would stimulate conservation and stop deforestation and degradation. In the process of preparation for REDD+, the country has advanced with the processes of safeguarding the participation of the civil society and the protection of native and local communities’ rights. At the same time, the challenges concerning weak governance at a national and regional level and conflicts of interest are threats to the effective, efficient and equitable implementation in the long-term.

Book excerpt: This book assesses both the effectiveness and efficiency of implemented Economic Policy Instruments (EPIs) in order to achieve water policy goals and identifies the preconditions under which they outperform alternative (e.g. regulatory) policy instruments and/or can complement them as part of complex policy mixes. The development of a consolidated assessment framework helps clarify (and where possible, quantify) the effectiveness of each EPI on the basis of different criteria. Outcome-oriented criteria describe how the EPIs perform. They include intended and unintended economic and environmental outcomes and the distribution of benefits and costs among the affected parties. These steps consider the application of cost effectiveness and cost benefits analysis, e.g. to assess ex-post performance of the EPI. Process criteria describe the institutional conditions (legislative, political, cultural, etc.) affecting the formation and operation of the EPI studied (particularly relevant for assessing the possible impacts of using economic instruments), the transaction costs involved in implementing and enforcing the instruments and the process of implementation. Case studies from Cyprus, Denmark, France, Germany, Hungary, Italy, the Netherlands, Spain and the United Kingdom, as well as from Australia, Chile, Israel and the USA are presented in this book. A wide variety of EPIs are also covered, including water-pricing schemes (tariffs, environmental taxes, environmental charges or fees, subsidies on products and practices), trading schemes (tradable permits for abstraction and pollution) and cooperation mechanisms.
