The guidelines cover the project justification, including demand for electric power, solutions, system planning, equipment program, design alternatives, and financial pro forma and rates analysis; description of the biophysical and social environments; description of the project, including access and housing, the collector system, the role of government agencies in the project management, schedule and project cost, and local and regional economic spinoffs; impacts of the project, including diet, mercury, impacts on health, and land use; mitigative measures, residual impacts and compensatory measures; and environmental monitoring and follow-up programs. The Memorandum of Understanding among the four concerned groups is also included.
