Taking the delayed Tokyo 2020 Olympic Games as a case study, Tzanelli explores mega-event crisis and risk management in the era of extreme urbanisation, natural disasters, global pandemic, and technoscientific control. Using the atmospheric term ‘irradiation’ (a technology of glamour and transparency, as well as bodily penetration by harmful agents and strong affects), the book explores this epistemological statement diachronically (via Tokyo’s relationship with Western forms of domination) and synchronically (the city as a global cultural-political player but victim of climate catastrophes). It presents how the ‘Olympic enterprise’s’ ‘flattening’ of indigenous environmental place-making rhythms, and the scientisation of space and place in the Anthropocene lead to reductionisms harmful for a viable programme of planetary recovery. An experimental study of the mega-event is enacted, which considers the researcher’s analytical tools and the styles of human and non-human mobility during the mega-event as reflexive gateways to forms of posthuman flourishing. Crossing and bridging disciplinary boundaries, the book will appeal to any scholar interested in mobilities theory, event and environment studies, sociology of knowledge, and cultural globalisation.

In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. While their original research focuses on highway, airport, and rail transit programs and projects, they draw as well on the work of others to analyze the politics of public investment in urban renewal, downtown retailing, convention centers, and professional sports facilities. In comparing their findings with leading theories of urban and American politics, Altshuler and Luberoff arrive at some surprising findings about which perform best and also reveal some important gaps in the literature as a whole. Automobiles and their associated infrastructures, deeply embedded in Western cities, have become a rapidly growing presence in the mega-cities of the Global South. Streets once crowded with pedestrians, pushcarts, vendors, and bicyclists are now choked with motor vehicles, many of them private automobiles. In this book, Govind Gopakumar examines this shift, analyzing the phenomenon of automobility in Bengaluru (formerly known as Bangalore), a rapidly growing city of about ten million people in southern India. He finds that the advent of automobility in Bengaluru has privileged the mobility needs of the elite while marginalizing those of the rest of the population. Gopakumar connects Bengaluru's burgeoning automobility to the city's history and to the spatial, technological, and social interventions of a variety of urban actors. Automobility becomes a juggernaut, threatening to reorder the city to enhance automotive travel. He discusses the evolution of congestion and urban change in Bengaluru; the “regimes of congestion” that emerge to address the issue; an “infrastructurescape” that shapes the mobile behavior of all residents but is largely governed by the privileged; and the enfranchisement of an “automotive citizenship” (and the disenfranchisement of non-automobile-using publics). Gopakumar also finds that automobility in Bengaluru faces ongoing challenges from such diverse sources as waste flows, popular religiosity, and political leadership. These challenges, however, introduce messiness without upsetting automobility. He therefore calls for efforts to displace automobility that are grounded in reordering the mobility regime, relandscaping the city and its infrastructures, and reclaiming streets for other uses.
