Europe and Turkey, The West and the Balkans, are infinitely exploitable symbols. Any symbol, inherently polysemic and socially construed, is continuously contested and negotiated. The image of ‘the Turk’ as a ruthless plunderer is still vivid in European collective memory. Although it occasionally still verges on ethnic mythology, it clearly belongs to a past where, along with the plague and famine, this name used to be mentioned in prayers more frequently than that of God itself. In the past, the name ‘Turk’ implied the negative of the European self-image. ‘The Turk,’ assuming the role of the ‘defining other,’ was considered as everything a European was not (primitive, barbarian, savage vs. civilised). As such, this concept was one of the constitutive elements of European (Western) cultural identity. The aim of this book is nothing less than a better understanding of the European past related to the Ottomans. An intellectual traveller who takes his Orient Express at Victoria, however, will have to get off somewhere half-way and spend some time in the part of Europe set between the Alps and the Adriatic before ending his journey in Istanbul.

Book excerpt: This book discusses the impact of the process of accession to the European Union (EU) – i.e. Europeanisation – on the formulation of the ethnic identity of Bosnian Serbs and the political identity of Republika Srpska (RS) in Bosnia and Herzegovina (BiH). The centrepiece of the book is an examination of how it is possible that the expected effect of Europeanisation on ethnic identities in a post-conflict environment – a transformation of ethnic identities through desecuritisation – does not materialise in the case of BiH and the RS. The book starts from the assumption that the political elite in the RS uses Europeanisation as a context for the securitization of two sources of threats – the internal and external Other. This prevents the transformation of ethnic identities in BiH, and as a result also the desecuritisation of antagonisms among the ethnic groups of BiH. The results show that any attempt at a more active engagement by the EU and international community was interpreted by the RS political elite as Bosniak agenda aimed against the RS. In this respect, the book demonstrates that BiH’s EU accession process or a clearer EU perspective alone in scrutinized critical junctures did not outweigh the potential costs for the RS political elite if reforms aimed at creating a more functional BiH were to succeed. In all three analysed critical junctures, the political elite in RS presented motions for a more functional BiH as attempts to centralise the country and framed them as the beginning of the end for the RS as a political entity.

It has at least twice in recent years: in 1986, when the ""Waldheim Affair"" was debated worldwide, and in 1999, when the Austrian Freedom Party (FPOe) under Joerg Haider received 27 percent of the vote in national elections. Established by former Nazis for former Nazis, the FPOe entered the mainstream of Austrian politics when it became part of a coalition government. This volume explores whether its rise is a uniquely Austrian phenomenon or corresponds to broader social and political changes in Europe.Parallels to Haider's party can be found in other European countries. Its anti-immigration agenda and rhetoric are similar to those of the French FN, the Belgian Vlaams Bloc, and the Italian Lega Nord. And its anti-European Union posture is similar to the sentiments of the ""anti-Maastrich"" wing of the British conservative party. However, European reaction to the FPOe's rise derives not only from its policies, but its linkage to past suspicions that the Austrians have not learned the lessons of history as had the Germans. The FPOe's success strengthened that impression. In response, 14 European Union governments downgraded their bilateral relations with the Austrian government to a purely technical level. Although the sanctions were lifted in September 2000, the spotlight is still very much on Austria, and concern about the FPOe remains high.This important volume contains eleven chapters by internationally prominent scholars from a broad spectrum of the social sciences. Its cross-disciplinary approach provides perspective on the Haider phenomenon, its rhetoric, and its impact on daily life in Austria. It also analyzes the influence of right-wing populism on politics, culture, and society, and its implications in Austria as well as elsewhere in Europe.
