Book Medicaid Family Planning Expansions

Download or read book Medicaid Family Planning Expansions written by Adam Sonfield and published by . This book was released on 2011 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Between 1997 and the middle of 2011, 22 states expanded eligibility for family planning services under their Medicaid programs to broad populations of low-income Americans otherwise ineligible for Medicaid coverage. Those 22 states account for two-thirds of women in need of publicly subsidized family planning services and supplies. This report brings together nearly two decades' worth of evidence from state evaluations and national analyses about the impact of the expansion programs, with respect to increasing access to services, improving contraceptive use, avoiding unintended pregnancy and other key outcomes. It also lays out the ways in which state programs have advanced Medicaid programs' knowledge of how best to reach out to and enroll potential clients. The evidence gathered about the effectiveness of the services provided by the Medicaid expansions buttresses an already strong case about the value of improving access to publicly funded family planning services generally. And the lessons learned from this grand experiment will be especially relevant going forward, as the country moves toward larger-scale expansions to Medicaid under the new era of health reform.

Book Contextual Factors and Reproductive Control in U S Women

Download or read book Contextual Factors and Reproductive Control in U S Women written by Brianna Magnusson and published by . This book was released on 2011 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Introduction: Access to family planning services is a major public health issue. State policies and funding for family planning services may increase access to contraceptive services and help women avoid unintended pregnancies. Study Design: We identified sexually active, fertile women participants of the National Survey of Family Growth (2006-2008). Women were categorized as consistent or inconsistent users of contraceptives based on self-report. States were classified based on 2006 Medicaid family planning waiver status (income expansions, limited expansions, or no Medicaid family planning expansions), 2006 public funding for family planning in dollars per woman, and insurance coverage of contraceptive mandate status (comprehensive mandate, partial mandate, or no mandate). Multi-level logistic regression was used to estimate the extent to which state-level constructs increase consistent contraceptive use among reproductive aged women at risk of unintended pregnancy. Results: Women living in states with an Medicaid family planning income expansion waiver had 44% increased likelihood of consistent contraceptive use relative to women living in states with no Medicaid expansions (adjusted odds ratio (aOR): 1.44; 95% confidence interval (CI): 1.06-1.96). Limited Medicaid expansion was also associated with consistent contraceptive use (aOR: 1.30; 95% CI: 0.91-1.87). Nationwide a median of $86 (Interquartile range: $59-$133) of total public family planning funding was spent per woman in 2006. Higher levels of total public funding per woman for family planning services were not associated with an increase in the odds of consistent contraceptive use among all women (OR:1.05; 95% CI:0.98-1.12) or among women with incomes

Book From Policy to Practice

Download or read book From Policy to Practice written by Sarah C. Blake and published by . This book was released on 2013 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this research was to examine the implementation of Georgia's Medicaid family planning program, known as Planning for Healthy Babies or P4HB. This program is the first such program to provide both family planning services and inter-pregnancy care services through a Medicaid expansion to low-income, uninsured women. An evaluative case study design was employed using mixed methods. These methods incorporated process measures to study the implementation of P4HB and to assess whether P4HB was implemented as planned We incorporated theory from the policy implementation and health care access literatures to understand what served as facilitators or barriers to successful implementation. Findings suggest that despite precise goals and objectives, formal guidance about the program did not incorporate clear implementation planning. Many stakeholders, including advocates, providers, and representatives from implementing agencies felt left out of the implementation process and did not feel invested in the program. Considerable confusion existed among eligible clients and providers about the nature and scope of the P4HB program. This lack of awareness and understanding about P4HB likely contributed to the program's low enrollment and participation in the first year of its implementation. As many states prepare to expand their Medicaid programs under the Patient Protection and Affordable Care Act (ACA), this study provides important lessons for policy planning and implementation.

Book Health Insurance is a Family Matter

Download or read book Health Insurance is a Family Matter written by Institute of Medicine and published by National Academies Press. This book was released on 2002-09-18 with total page 296 pages. Available in PDF, EPUB and Kindle. Book excerpt: Health Insurance is a Family Matter is the third of a series of six reports on the problems of uninsurance in the United Sates and addresses the impact on the family of not having health insurance. The book demonstrates that having one or more uninsured members in a family can have adverse consequences for everyone in the household and that the financial, physical, and emotional well-being of all members of a family may be adversely affected if any family member lacks coverage. It concludes with the finding that uninsured children have worse access to and use fewer health care services than children with insurance, including important preventive services that can have beneficial long-term effects.

Book Health Care Utilization as a Proxy in Disability Determination

Download or read book Health Care Utilization as a Proxy in Disability Determination written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2018-04-02 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Social Security Administration (SSA) administers two programs that provide benefits based on disability: the Social Security Disability Insurance (SSDI) program and the Supplemental Security Income (SSI) program. This report analyzes health care utilizations as they relate to impairment severity and SSA's definition of disability. Health Care Utilization as a Proxy in Disability Determination identifies types of utilizations that might be good proxies for "listing-level" severity; that is, what represents an impairment, or combination of impairments, that are severe enough to prevent a person from doing any gainful activity, regardless of age, education, or work experience.

Book excerpt: "Medicaid is a big deal. It is the U.S. health insurance safety net for low-income pregnant women and children, but it also affects many people above the poverty line, including disabled people in middle-class families and aged adults who, in an unsettlingly common pattern, live working class or middle class lives but lose all assets during extended nursing home stays. Now that the Affordable Care Act of 2010 (ACA) is implemented, Medicaid also covers many low-income, non-elderly, non-parent adults. The complex world of Medicaid is swirling with questions. What does Medicaid do for people? Why do people tend to support or oppose Medicaid policy? What is it like to be a Medicaid beneficiary? Will social divisions or administrative red tape eventually sink the program, or will it grow? This book helps answer these questions. Each chapter contains insights useful for practitioners and researchers alike. This book is also useful for both beginners and specialists. Each chapter introduces a key issue then takes a deep dive into the most important nooks and crannies of the program. This book also raises new questions. For those interested in answering these questions, the following chapters offer a wide range investigative techniques that future Medicaid researchers could employ. Warning: the work will not be easy. Medicaid is complex and constantly changing. Yet whether readers want to understand ongoing changes or create changes of their own, they are likely to find much of the information they need in the chapters that follow"--

Book State Medicaid Coverage of Family Planning Services

Book excerpt: Over the past two decades, Medicaid has played a central and growing role in financing and providing access to family planning services for low-income women. Today, Medicaid is the single largest source of public dollars supporting family planning services and supplies nationwide. About two-thirds of women covered by Medicaid are of childbearing age and for this group of women, access to family planning services fills a key health need. This brief outlines selected findings from the Kaiser Family Foundation/ George Washington University State Survey of Reproductive Health Services Under Medicaid, and examines coverage of family planning services in states across the nation.

Available in PDF, EPUB and Kindle. Book excerpt: In the 1980's, federal and state governments developed initiatives to expand Medicaid-covered prenatal, delivery and postpartum care to low-income women who were nonetheless ineligible for regular Medicaid coverage. Book Medicaid Expansions and Fertility in the United States

Download or read book Medicaid Expansions and Fertility in the United States written by Thomas C. DeLeire and published by . This book was released on 2007 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: Beginning in the mid 1980s and extending through the early to mid 1990s, a substantial number of women and children gained eligibility for Medicaid through a series of income-based expansions. Using natality data from the National Center for Health Statistics, we estimate fertility responses to these eligibility expansions. We measure changes in state Medicaid eligibility policy by simulating the fraction of a standard population that would qualify for benefits. From 1985 to 1996, the fraction of women aged 15 to 44 who were eligible for Medicaid coverage for a pregnancy increased on average by 24 percentage points. However, contrary to findings in the extant literature, our results do not indicate that this expansion in coverage had a statistically discernible effect on fertility.

Book State Facts about Medicaid and Family Planning

Download or read book State Facts about Medicaid and Family Planning written by and published by . This book was released on 2012 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Medicaid is the financial cornerstone of the U.S. family planning effort, providing insurance coverage, including coverage for family planning, for 15% of reproductive age women and 38% of poor women in that age-group. Medicaid spent nearly $1.8 billion on family planning services in FY 2010, amounting to 75% of all public family planning spending. That national investment in family planning has a substantial impact: without these services, unintended pregnancy and abortion would be nearly two-thirds higher.
