The latest indicators are based on hundreds of variables and reflect the views of thousands of citizen and firm survey respondents and experts worldwide. Although global averages of governance display no marked trends during 1996-2005, nearly one-third of countries exhibit significant changes [for better or for worse] on at least one dimension of governance. Three new features distinguish this update. (1) The authors have moved to annual reporting of governance estimates. This update includes new governance estimates for 2003 and 2005, as well as minor backward revisions to biannual historical data for 1996-2004. (2) The authors are, for the first time, publishing the individual measures of governance from virtually every data source underlying the aggregate governance indicators. The ready availability of the individual data sources underlying the aggregate governance indicators is aimed at further enhancing the transparency of the methodology and of the resulting aggregate indicators, as well as helping data users and policymakers identify specific governance challenges in individual countries. This perceived political success has been used to justify an industry tasked with "exporting" democracy to countries like Belarus, Ukraine, Tunisia, and Egypt. Yet the true extent of the West's involvement in Milošević's overthrow remained unclear until now. Engineering Revolution uses declassified CIA documents and personal interviews with diplomats, aid providers, and policymakers, as well as thousands of pages of internal NGO documents, to explore what proponents consider one of the greatest successes of the democracy promotion enterprise. Through its in-depth examination of the two decades that preceded and followed Milošević's unseating, as well as its critical look at foreign assistance targeting Serbia's troubled political party landscape, Engineering Revolution upends the conventional wisdom on the effectiveness of democracy promotion in Serbia. Marlene Spoerri demonstrates that democracy took root in Serbia in spite of, not because of, Western intervention—in fact, foreign intervention often hurt rather than helped Serbia's tenuous transition to democracy. This latest set of aggregate indicators are based on hundreds of specific and disaggregated individual variables measuring various dimensions of governance taken from 33 data sources provided by 30 different organizations. The data reflect the views on governance of public sector, private sector, and nongovernmental organization experts, as well as thousands of citizen and firm survey respondents worldwide. The paper also explicitly reports the margins of error accompanying each country estimate. These reflect the inherent difficulties in measuring governance using any kind of data. It finds that even after taking margins of error into account, the WGI permit meaningful cross-country comparisons, as well as monitoring progress over time. In less than a decade, a substantial number of countries exhibit statistically significant improvements in at least one dimension of governance, while other countries exhibit deterioration in some dimensions. The decade-long aggregate indicators, together with the disaggregated individual indicators, are available in a newly-redesigned website at www.govindicators.org.

Media assistance boomed after the 1989 transitions in Central Europe, but now flows to virtually all regions of the world. Today the media assistance industry is focused on the problem of sustainability: How are free and independent public affairs media supposed to maintain their editorial mission while facing hostile political systems or the demands of the consumer marketplace? Many media in developing countries have been or are grant-dependent. When grants are exhausted or withdrawn, media that were funded to further democratic consolidation typically wither and die. Some become mere grant chasers. Others abandon public service to the demands of market competition, or political patronage. As a result, governmental and non-governmental grant makers now emphasize the need for sustainability in considering grants in the media sector. Many grant recipients have grown frustrated, sometimes bitter, and have sought to take a much more active role in the way assistance programs are put together. Just how is sustainability to be achieved while also ensuring a public-service editorial mission? Exporting Press Freedom examines the history and practice of media assistance, and argues that the dilemma of media independence and sustainability is best understood as an economic problem rather than one of poor editorial standards or lack of will.
