Book excerpt: The Industrial Modernization Incentives Program (IMIP), cited by Secretary of Defense Weinberger as the number one DOD initiative upon which the future of a strong industrial base largely rests, will soon be evaluated to determine its ability to restore positive productivity growth rates and improved surge/mobilization capabilities within the U.S. defense industrial base. The ultimate validity of this review has been questioned, however, due to a lack of standard measurement criteria. As the first stage of a two-stage effort to test the hypothesis that the IMIP will revitalize the U.S. defense industrial base, government and industry IMIP managers were interviewed to identify valid measures of effectiveness. Nine criteria were recommended as valid, quantifiable measures of IMIP effectiveness upon which accurate measurement of IMIP project benefits should be completed during follow-on Stage II research.

Book excerpt: The Industrial Modernization Incentives Program (IMIP) is the first significant DOD attempt to provide a catalyst for defense contractors to modernize the defense industrial base. IMIP evolved from the Air Force's Technology Modernization (TECHNMOD) program that was designed to reduce weapon systems cost and strengthen the industrial base. While IMIP is maturing since its 1982 beginnings, standardized criteria for evaluating its effectiveness have been lacking. This second stage of research is built upon the study completed by Cooper and Houck, measuring the effectiveness of the industrial modernization incentives program. They identified nine criteria that were validated as useful tools in evaluating the effectiveness of IMIP. During the second stage, these criteria were applied to selected IMIP projects to see if IMIP reduces weapons systems cost and modernizes the U.S. defense industrial base. The nine criteria were rephrased into nine investigative questions. Results of the research indicate that two of the nine should always be used on a selected basis depending on the project being evaluated.

Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thougtit that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all con cerned if the printing and distribution of the volumes were handled by an interna tional publishing house to assure improved service and broader dissemination. All back issues can also be ordered from Plenum. We have reported in Volume 31 (thesis year 1986) a total of 11 ,480 theses titles trom 24 Canadian and 182 United States universities. We are sure that this broader base tor these titles reported will greatly enhance the value ot this important annual reterence work. While Volume 31 reports theses submitted in 1986, on occasion, certain univer sities do re port theses submitted in previousyears but not reported at the time.
