Book excerpt: This paper presents a new methodological approach aimed at measuring progress towards sustainable agriculture in countries and across agri-food systems typologies, by measuring socio-economic and environmental dimensions with available national statistics, with sixteen indicators defined and constructed from FAOSTAT data. A trend analysis is carried out at country level over the time series 1961-2018, with country results aggregated by four agri-food systems typologies: traditional; land-intensive and capital-intensive mixed systems; and modern food systems. The analysis provides a novel framework for the analysis of progress in achieving sustainable agriculture by country and agri-food system type, that can be implemented effectively and allows for exploring solutions across development pathways.

Book excerpt: The Progress towards Sustainable Agriculture initiative (PROSA) is a framework that seeks to complement ongoing efforts on the Sustainable Development Goals (SDGs), and particularly indicator 2.4.1, to support country-level assessments using data already available at the national level. Making agriculture more sustainable – productive, environmentally friendly, resilient and profitable is fundamental, as agriculture remains the main source of livelihood for the majority of the world’s poor and hungry. The pathway towards sustainable agriculture must ensure increasing output, but also make more efficient use of increasingly scarce global resources, be resilient to and help mitigate climate change, and improve human well-being. This technical study examines the key factors driving changes in trends in the indicators of sustainable agriculture and provides decision-makers with insights into viable options for achieving this goal. The study identifies five key groups of drivers that most influence these indicators globally. The ways in which each driver affects the multiple dimensions of sustainability highlights the interconnections, synergies and trade-offs that must be managed in different global contexts to achieve agricultural sustainability. The analysis can help decision-makers operating in different country contexts to identify practical solutions to ensure that their interventions contribute positively to a more sustainable agriculture.

Book excerpt: Measuring policy progress on agriculture and water policies is essential to help decision makers identify necessary policy changes and understand how further progress may be achieved to improve agricultural water management. A thorough review of existing evaluations of agriculture and water policies suggests three types of progress to be measured: policy design, policy implementation capacity and policy results. The quality and robustness of these measures of policy progress depends upon three main factors. First, assessment of policy design requires matching policy alignment with cross cutting objectives or with a reference text. Second, assessment of progress in implementation capacity requires gauging evolution towards predefined capacity needs or identified governance gaps. Third, evaluation of policy results requires clearly defined objectives, timelines and scales for assessments. Seven practical options are identified for applying these principles to agriculture and water policies, illustrated by applying them to assessing progress in the sustainable management of water for irrigation under climate change and in controlling diffuse nutrient pollution.
