Public discussion about the economic crisis of the late 2000s to mid-2010s in Southern Europe often refers to its impact on the region’s younger citizens, but not enough attention has been given to the political consequences of the crisis on the young. The comparative studies in the volume cover various thematic areas, such as electoral behaviour, political culture, democratic values, forms of political engagement and political representation. The overarching questions that the book attempts to answer are: a) to what extent and in what areas can one talk about an emergent generational divide in the region, and b) has the experience of the economic crisis been profound enough for young South Europeans to create a new ‘crisis political generation’? Many of the answers offered point to tangible effects of the crisis, but mostly in the sense of accentuating dynamics that already existed. With close attention to the interrelation between social and political divisions, it shows that an integrated Europe promotes consensus but also propagates growing dissent among its citizens, with both objective inequalities and the subjective perception of these inequalities fuelling political dissent. Based on original data sets developed from two EU-funded projects across eight and nine European countries, the volume demonstrates the important role played by the social structure of European social space in conditioning political attitudes and preferences. It shows, in particular, that Europeans are highly sensitive to unequal living conditions between European countries, thus affecting their political support of national politics and the European Union. As such, it will appeal to scholars of sociology and politics with interests in Europe and the European Union, European integration and political sociology.

This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Research on political participation has long acknowledged that this involvement cannot be restricted to elections. Nonetheless, the different institutional systems found in the established democracies create different possibilities and axpectations for citizen engagement beyond the vote. This goes not only for how much involvement is expected, but also for the ways in which citizens should be involved in political matters. In this study, the author examines how the institutional context affects various aspects of political participation in a comparative anallysis of 18 established European democracies. The aspects analysed include the dimensionality of participation, country-level differences in the rates of participation, the characteristics of the participants, and the institutional incentives for participation. The results suggest that the institutional context affects key aspects of political participation. However, the precise impact frequently runs counter to the theoretical expectations. The study hereby challenges some of the central theoretical assumptions of political science for how institutional openness affects patterns of political participation.
