Book excerpt: Professor John Hills' report on fuel poverty (March 2012, DECC) found that the problem of fuel poverty was being measured in the wrong way. Proper measurement is integral in designing effective polices to counter fuel poverty. This consultation looks at changing the approach to measurement (currently based on whether a household would need to spend more than 10% of its income on energy to keep warm). Section 1 sets out the background to the Hills Review and summarises its main findings. Section 2 focuses on the proposal for a new definition (the Low Income High Costs indicator) and also covers the recommended changes to the methodology used to calculate the fuel poverty statistics. The proposed changes raises questions about how a new definition fits with t he current target, which is set out in the Warm Homes and Energy Conservation Act 2000. Section 3 of this paper considers whether the definition and target should be aligned and how to achieve that. Finally, section 4 considers next steps. The Government intends to publish a refreshed fuel poverty strategy early in 2013 incorporating the new definition.

This measure is a kind of relative poverty measure in calorific value, and is constructed in a multidimensional setting. The paper applies the measure to examine the regional characteristics of energy poverty in Japan. The result suggests the important role of kerosene (heating oil) in securing warmth in winter, especially in the northern regions, and points to an “energy poverty premium” in Japan on the unit cost of energy (per amount of heat). The paper suggests that the ongoing energy transition from fossil fuels to renewables should be promoted carefully with due consideration to the impact on the energy poor.

Book excerpt: In this article, we use expenditure-based and self-reported data on fuel poverty for Spain and Ireland to analyse extreme levels of low energy consumption. Unlike most of the European countries, these two nations have recently launched official strategies to measure and tackle fuel poverty. We focus on measurement and targeting of measures to tackle fuel poverty. We find that low energy consumption is linked with low-income levels and that popular expenditure-based metrics fail to identify the most vulnerable. In addition, newly proposed metrics for hidden poverty are more effective in identifying vulnerable households. We also find differences across countries regarding the targeting of measures to tackle fuel poverty. In Ireland, a larger proportion of households that report being unable to afford suitable levels of heating are covered by government aid than in Spain.

The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

Book excerpt: The paper presents the first major update of the international "$1 a day" poverty line, first proposed in 1990 for measuring absolute poverty by the standards of the world's poorest countries. In a new data set of national poverty lines we find that a marked economic gradient only emerges when consumption per person is above about $2.00 a day at 2005 purchasing power parity. Below this, the average poverty line is $1.25, which we propose as the new international poverty line. Relative poverty appears to matter more to developing countries than has been thought. The authors' proposed schedule of relative poverty lines is bounded below by $1.25, and rises at a gradient of $1 in $3 when mean consumption is above $2.00 a day.
