A Roadmap to Reducing Child Poverty reviews the research on linkages between child poverty and child well-being, and analyzes the poverty-reducing effects of major assistance programs directed at children and families. This report also provides policy and program recommendations for reducing the number of children living in poverty in the United States by half within 10 years.

The most recent child poverty statistics revealed a large reduction in the number of children living below the relative poverty threshold. However, this was largely due to a fall in the median income nationally that pushed the poverty line down. Absolute poverty remained unchanged and the children who were "moved out" of poverty were in fact no better off than before. This document considers a number of potential dimensions: income and material deprivation, worklessness, unmanageable debt, poor housing, parental skill level, access to quality education, family stability and parental health. Book excerpt: Due to the acknowledgment that children deserve special focus in poverty measurement, the measurement of child poverty and well-being has received increasing attention within the academic and policy arena. The dependence of children on their direct environment for the provision of basic needs, the child-specific requirements in terms of their basic needs and the request for specific information for the formulation of child-focused policies are important reasons calling for the development of child poverty approaches. A range of approaches has been developed in the last decade to meet the need for a measurement tool especially geared to capture children and internalize their specific needs. Each of these approaches differ with respect to their chosen identification mechanism, aggregation methodology and data requirements. Decisions made on all these elements involve a set of advantages and disadvantages and have consequences for the usefulness of the approach to serve a specific purpose or audience. This review provides a structural overview of the current state of literature on the measurement of child poverty and well-being. We conclude that there are no perfect approaches for the measurement of child poverty and that each approach is the result of a specific conceptual framework in accordance with the availability of resources.

Detailed analyses of poverty and wellbeing in developing countries, based on household surveys, have been ongoing for more than three decades. The large majority of developing countries now regularly conduct a variety of household surveys, and the information base in developing countries with respect to poverty and wellbeing has improved dramatically. Nevertheless, appropriate measurement of poverty remains complex and controversial. This is particularly true in developing countries where (i) the stakes with respect to poverty reduction are high; (ii) the determinants of living standards are often volatile; and (iii) related information bases, while much improved, are often characterized by significant non-sample error. It also remains, to a surprisingly high degree, an activity undertaken by technical assistance personnel and consultants based in developed countries. This book seeks to enhance the transparency, replicability, and comparability of existing practice. In so doing, it also aims to significantly lower the barriers to entry to the conduct of rigorous poverty measurement and increase the participation of analysts from developing countries in their own poverty assessments. The book focuses on two domains: the measurement of absolute consumption poverty and a first order dominance approach to multidimensional welfare analysis. In each domain, it provides a series of flexible computer codes designed to facilitate analysis by allowing the analyst to start from a flexible and known base. The book volume covers the theoretical grounding for the code streams provided, a chapter on 'estimation in practice', a series of 11 case studies where the code streams are operationalized, as well as a synthesis, an extension to inequality, and a look forward.

Book excerpt: Today, any regular newspaper reader is likely to be exposed to reports on manifold forms of (physical, emotional, sexual) child abuse on the one hand, and abnormal behavior, misconduct or offences of children and minors on the other hand. Occasionally reports on children as victims and children as offenders may appear on the same issue or even the same page. Rather seldom the more complex and largely hidden phenomena of structural hostility or indifference of society with a view to children are being dealt with in the press. Such fragmentary, ambiguous, incoherent or even contradictory perception of children in modem society indicates that, firstly, there is a lack of reliable information on modem childhood, and secondly, children are still treated as a comparatively irrelevant population group in society. This conclusion may be surprising in particular when drawn at the end of The Century of the Child proclaimed by Ellen Key as early as 1902. Actually, there exist unclarities and ambiguities about the evolution of childhood in the last century not only in public opinion, but also in scientific literature. While De Mause with his psycho-historic model of the evolution of childhood, comprising different stages from infanticide, abandonment, ambivalence, intrusion, socialisation to support, underlines the continuous improvement of the condition of childhood throughout history and thus rather confirms Key's expectations, Aries, with his social history of childhood, seems to hold a more culturally pessimistic view.
