Documenting pilot surveys from three countries, this report outlines the importance of sex-disaggregated data on asset ownership and entrepreneurship and describes the intricacies and methodological challenges of producing these data through household surveys.

Book excerpt: Ownership and control over assets such as land and housing provide direct and indirect benefits to individuals and households, including a secure place to live, the means of a livelihood, protection during emergencies, and collateral for credit that can be used for investment or consumption. Unfortunately, few studies - either at the micro or macro levels- examine the gender dimensions of asset ownership. This paper sets out a framework for researchers who are interested in collecting data on individual level asset ownership and analyzing the gender asset gap. It reviews best practices in existing surveys with respect to data collection on assets at both the household and individual levels, and shows how various questions on individually owned assets can be incorporated with a minimum of effort and cost into existing multi-topic household surveys, using examples of three Living Standard Measurement Study surveys: the 1998-99 Ghana survey, the 2000 Guatemala survey, and the 1997-98 Vietnam survey questionnaires. The analysis shows that it is feasible to add a minimal set of questions to enable calculation of the gender asset gap. Adding a series of extra questions will permit a more satisfactory and nuanced analysis of asset acquisition, use, disposition, and valuation - information that is critical for policies promoting gender equality, poverty reduction, and economic growth.

Researchers and policymakers have made important progress addressing many of the challenges posed by the heterogenous conceptualization of asset ownership across contexts. But knowledge gaps persist regarding the extent of women's ownership and rights over assets, the nature and implications of gender differences in reporting data on property rights, and the best practices for questionnaire design and data collection protocols. This brief summarizes existing knowledge gaps in the three key measurement areas and lays out how the measures for advancing gender equality (MAGNET) initiative plans to tackle them. The ultimate goal is to generate rigorous empirical evidence to advise on the best tools to measure and analyze women's control over assets.

However, progress has not been as remarkable in advancing women's rights on asset ownership and control, which is critical for securing gender equity in economic participation and opportunity, and delivering on the Sustainable Development Goals. Part of the problem comes from the lack of standards on collecting sex-disaggregated data on the topic. The Evidence and Data for Gender Equality (EDGE) initiative aims to develop standardized methods and guidelines for collecting sex-disaggregated data on asset ownership. This paper provides rich inputs to the methodological guidelines being developed by the United Nations and development partners by drawing on the key findings from the pilot surveys conducted in Georgia; Mongolia; and Cavite, Philippines. Furthermore, survey results suggest substantive gender gaps in ownership across different types of assets and countries. These variations confirm the importance of understanding the social norms governing gender roles in society and legislation that can facilitate or impede women's asset ownership.

Book excerpt: Participation in household decisions and control over assets are often used as indicators of bargaining power. Yet spouses do not necessarily provide the same answers to questions about these topics. We examine differences in spouses’ answers to questions regarding who participates in decisions about household activities, who owns assets, and who decides to purchase assets. Disagreement is substantial and systematic, with women more likely to report joint ownership or decision making and men more likely to report sole male ownership or decision making. Analysis of correlations between agreement and women’s well-being finds that agreement on joint decision making/ownership is generally positively associated with beneficial outcomes for women compared with agreement on sole male decision making/ownership. Cases of disagreement where women recognize their involvement but men do not are also positively associated with good outcomes for women, but often to a lesser extent than when men agree that women are involved.
