Book NUCLEAR NONPROLIFERATION U S Efforts to Help Other Countries Combat Nuclear Smuggling Need Strengthened Coordination and Planning

Download or read book NUCLEAR NONPROLIFERATION U S Efforts to Help Other Countries Combat Nuclear Smuggling Need Strengthened Coordination and Planning written by and published by . This book was released on 2002 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Illicit trafficking in or smuggling of nuclear and other radioactive materials occurs worldwide and has reportedly increased in recent years. According to the International Atomic Energy Agency1 (IAEA), as of December 31, 2001, there had been 151 confirmed cases of illicit trafficking of nuclear material since 1993. (See app. I for more information about nuclear smuggling cases.) A significant number of the cases reported by IAEA involved material that could be used to produce a nuclear weapon or a device that uses conventional explosives with radioactive material ("dirty bomb") to spread radioactive contamination over a wide area. Nuclear material can be smuggled across a country's border through a variety of means: it can be hidden in a car, train, or ship, carried in personal luggage through an airport, or walked across an unprotected border. Many nuclear smuggling cases have been traced to nuclear material that originated in the countries of the former Soviet Union. The United States, through the Department of Energy's Material Protection, Control, and Accounting (MPC & A) program, has helped these countries secure nuclear material at civilian and defense facilities-this effort is considered the first line of defense against potential theft and/or diversion of nuclear materials. To address the threat posed by nuclear smuggling, the United States is helping these countries improve their border security-a second line of defense-but these assistance efforts face daunting challenges3. For example, Russia alone has almost 12,500 miles of borders with 14 countries, including North Korea. It is also in close geographical proximity to Afghanistan, Iran, and Iraq.

Book Legal Framework for Strengthening Nuclear Security and Combating Nuclear Terrorism

Download or read book Legal Framework for Strengthening Nuclear Security and Combating Nuclear Terrorism written by NATO Advanced Research Workshop on Legal Framework for Strengthening Nuclear Security and Combating Nuclear Terrorism and published by IOS Press. This book was released on 2012 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: New international approaches to strengthening nuclear security and combating the threat of nuclear terrorism have been introduced throughout the first decade of the 21st century. The adoption of new and revised mandatory international legal instruments, as well as other non-binding initiatives and voluntary mechanisms, have led to improved security measures in this critical area, but there is still a need for substantive and procedural arrangements to be significantly strengthened. This book is a collection of the presentations and deliberations of participants at the NATO Advanced Research Workshop held in Vienna, Austria in January 2010. The workshop was attended by over 100 international experts from more than 20 countries, and the papers presented here summarize current understanding of, and approaches to, the legal framework for nuclear security and counterterrorism. The book will be of interest to all governments, international organizations, researchers and practitioners worldwide who are involved in securing nuclear materials and preventing nuclear terrorism

Book Improvement of Technical Measures to Detect and Respond to Illicit Trafficking of Nuclear and Radioactive Materials

Download or read book Improvement of Technical Measures to Detect and Respond to Illicit Trafficking of Nuclear and Radioactive Materials written by and published by . This book was released on 2008 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: "This publication summarizes the research conducted during an IAEA coordinated research project (CRP) undertaken to address technical and operational difficulties in the detection of and response to illicit trafficking of nuclear material. Equipment to detect illicit trafficking of nuclear and radioactive materials at borders has specific technical and operational requirements that are very different from equipment used in other radiation monitoring cases. Automated and manual measurements need to be done in the field, often outdoors, at land or sea borders, crossing points or airports. The free flow of goods and passengers must not be impacted, thus requiring that the measurement time be short. The design needs to take into account that the users of the equipment are not experts in radiation detection; thus the results of the measurements should be easy to understand"--Provided by publisher.

Book Monitoring for Radioactive Material in International Mail Transported by Public Postal Operators

Download or read book Monitoring for Radioactive Material in International Mail Transported by Public Postal Operators written by International Atomic Energy Agency and published by IAEA. This book was released on 2006 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Illicit trafficking of nuclear and other radioactive material has been an issue of concern since the first seizures in the early 1990s. Postal services worldwide apply strict measures to regulate the mailing of radioactive material and other dangerous goods, and some countries have set up procedures for monitoring the mail stream to detect illegally transported radioactive material. This publication considers control procedures and detection systems for screening nuclear or other radioactive material in mail processing operations, including threat scenarios, distribution paths and monitoring strategies, radiation monitoring equipment, a model response plan, and staff training issues.

Book Detection at State Borders of Nuclear and Other Radioactive Material out of Regulatory Control

Download or read book Detection at State Borders of Nuclear and Other Radioactive Material out of Regulatory Control written by IAEA and published by International Atomic Energy Agency. This book was released on 2023-10-14 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: Detection of nuclear security events involving nuclear and other radioactive material out of regulatory control is an important challenge facing States. Timely detection of this material can reduce the risk of it being used in criminal or intentional unauthorized acts. This publication provides guidance for States on planning, implementing and evaluating nuclear security detection systems and measures at State borders. Special consideration is given to designated points of entry and exit and border areas. National competent authorities such as the border guard, customs authorities, national or local law enforcement agencies and regulatory bodies will find this guidance useful for developing, designing, implementing, and sustaining detection systems and measures at State borders.

Book International Approaches to Securing Radioactive Sources Against Terrorism

Download or read book International Approaches to Securing Radioactive Sources Against Terrorism written by W. Duncan Wood and published by Springer. This book was released on 2009-08-29 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: As a result of arms control efforts over the past 50 years, nuclear material is subject to strict national controls and tough international treaties. But there are still almost no controls, other than a voluntary International Atomic Energy Agency code of conduct, on the sorts of radiological sources used to make radiological dirty bombs. Radiological sources are used all over the world for a wide range of peaceful purposes, including smoke detectors, medical devices, meteorology, mining and thermoelectric generators. There are at least eight million identified radiological sources worldwide. Their small size, portability and high value make them vulnerable to misuse and theft: the IAEA reported 272 cases of illicit trafficking in sealed radioactive sources between 1993 and 2002. The IAEA estimates that 110 countries worldwide still fail to impose adequate controls. The time is ripe for an international convention and treaty on the safety and security of radiological sources. This book covers expert discussions designed to enhance cooperation and assistance between NATO and Partner countries in support of International Atomic Energy Agency (IAEA) efforts to secure radioactive sources against the threat of terrorism and also to support the security agenda at the International Radiation Protection Association Congress in Buenos Aires in 2008.
