Book excerpt: Measurements of absolute TEC (Total Electron Content), were made for the first time from the polar cap station located at Thule, Greenland in early 1984 using dual-frequency group delay measurements from high orbit satellites. Measurements of L-band amplitude scintillation and dual-frequency differential carrier phase scintillation were also made. The variability of the TEC was extremely large, with increases above the background values of more than 100 percent observed frequently. Quasi-periodic TEC enhancements with periods as short as 10 min and with amplitudes exceeding 10**17 el/m**2 column were seen over several time intervals of more than two hours. The absolute values of TEC observed in the dark polar cap ionosphere at times exceeded the diurnal maximum values from the mid-latitude ionosphere during this initial period of observations.

Book excerpt: An advanced system for measurement of transionospheric radio propagation effects was developed, utilizing the TI-4100 four-channel Global Positioning System (GPS) receiver. During AFGL's Polar ARCS campaign at Sondrestrom, Greenland in February-March 1987, the system successfully measured ionospheric total electron content (TEC), phase scintillation, and amplitude scintillation on both GPS carrier frequencies, from up to four satellites simultaneously. This was the first time it has been possible to measure these parameters simultaneously, in multiple directions, in the high-latitude regions. Coupled with the simultaneous optical and incoherent scatter radar diagnostics obtained during the Polar ARCS campaign, these measurements significantly improve our capability to characterize high latitude ionospheric structures, particularly their temporal and spatial variation. Additionally, the development of this advanced system has contributed significantly to the technology base for specification of the Transionospheric Sensing System (TISS) for the Air Weather Service. The system can also be software upgraded to perform special navigation in addition to ionospheric measurements in airborne applications.

We shall endeavor throughout this monograph to expose the relationships between space weather factors and the performance (or lack thereof) of telecommunication, navigation, and surveillance systems. Space weather is a rather new term, having found an oMicial expression as the result of several government initiatives that use the term in the title of programs. But it is the logical consequence of the realization that space also has weather, just as the lower atmosphere has weather. While the weather in space will influence space systems that operate in that special environment, it is also true that space weather will influence systems that we understand and use here on terra firma. This brings space weather home as it were. It is not some abstract topic of interest to scientists alone; it is a topic of concern to all of us. I hope to make this clear as the book unfolds. Why have I written this book? First of all, I love the topic. While at the Naval Research Laboratory (NRL), I had the opportunity to do research on many topics including: Thomson scatter radar and satellite beacon studies of the ionosphere, utilization of the NASA Gemini platform for ionospheric investigations, microwave radar propagation studies, I-IF signal intercept and direction-finding experiments, and multi-disciplinary studies of certain physical phenomena relevant to weapon systems development.
