Different States In India Are At Different Levels Of Development. Conse¬Quently, Problems Relating To Resource Mobilisation Differ From State To State. In Particular State Lotte¬Ries As A Source Of Non-Tax Source And Their Economic Implications Have Been Examined. State Lotteries, As A Source Of Revenue Have Been Found To Be Inequitable. Book excerpt: Accountability of government to citizens is the foundation for good governance. Unfortunately, many developing countries suffer the results of dysfunctional governance systems that fail to provide even minimal levels of vital public services. The key message of the New Institutional Economics is that incentives matter. In the public sphere, the countries' accountability frameworks rewards, sanctions, and measurement of performance shape public sector performance. This book applies this fundamental insight to fiscal/budgetary analysis and public service delivery, giving the reader tools and around the globe examples of institutional arrangements that help citizens hold government accountable for their performance.

Throwing light on different angles of this subject, it presents well-researched papers, which are divided into three sections. The first section, ‘Fiscal federalism and resolving the fiscal imbalances’, includes five chapters that discuss this theme and also explain the various strategies to remove the existing imbalances in India. ‘Fiscal decentralization for high growth’ which is the second section, explains how decentralisation leads to high economic growth and showcases empirical evidence from a few Indian states that are flourishing due to this policy. The third section, ‘Emerging issues’ offers six chapters describing several existing key concerns in fiscal federalism that have a major impact on achieving India’s development goals. Including contributions from leading academics in this field, the book will be of great interest to research scholars and policy makers alike. “Besides addressing the core issue of fiscal imbalances and ways to correct them, the [chapters] touch on several issues confronting the Indian fiscal system at the centre , state and local levels. The [chapters] are well researched and well argued. The book is a valuable addition to the literature on Fiscal Federalism.” – Dr. C. Rangarajan, Ex-Governor of Reserve Bank of India; Chairman, Madras School of Economics, Chennai, India.

Book How Smart are Cities without Adequate Finances

Download or read book How Smart are Cities without Adequate Finances written by Simanti Bandyopadhyay and published by Springer Nature. This book was released on 2022-06-14 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book compares urban finances in cities located in two different South Asian countries and assesses their fiscal health. It uses simulation to estimate the required augmentation in financial resources by the urban local bodies (ULBs) to reach a level of city development that is significantly better compared to existing levels. The book provides a systematic analysis of the fiscal health of two city corporations in Bangladesh, viz. Dhaka North City Corporation (DNCC) and Dhaka South City Corporation (DSCC); and one city corporation in the Indian state of West Bengal viz. Kolkata Municipal Corporation (KMC). The choice of city corporations was based on the shared history and the similarity of heritage, culture, topography and socio-economic conditions. Both DNCC and DSCC as well as the KMC have a high population density, which puts immense pressure on the service delivery provided by these corporations of basic services such as water supply, sanitation facilities, street lighting, drainage and sewerage and waste disposal. This is compounded by poor fiscal health of the ULBs. Using primary data collected through surveys and personal interviews and information obtained from official documents, the book estimates fiscal gaps of the ULBs and undertakes simple simulations to estimate potential revenue enhancements and expenditure requirements to deliver services at the internationally acceptable standards. It highlights under-exploited sources of revenue which can be better realized and also identifies untapped revenue sources that can be easily introduced, in order to significantly enhance city revenues. The book is an excellent resource not only for researchers studying this topic, but also for policy makers and urban planners, particularly those from developing countries having to deal with burgeoning cities with high migrant population density.
