The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

The study aims to provide a better understanding of the ways in which forest resources are used in Nepal. Its focus is to examine systematically the costs and benefits of present and possible future sustainable and biodiversity-friendly management practices from household, national, and global perspectives. The authors define the analytical framework and the costs of financial and economic alternatives. They also present the economic, social, institutional and legal issues, and recommend strategies for change. The report should be of use to national and donor agencies concerned with the management of natural resources and conservation of biodiversity in Nepal, providing a framework for possible future donor support to the sector. It highlights issues that are of importance in the formulation and implementation of natural resource management programs by government and non-government agencies.

Book excerpt: The Complex Forest systematically examines the theory, processes, and early outcomes of a research and management approach called adaptive collaborative management (ACM). An alternative to positivist approaches to development and conservation that assume predictability in forest management, ACM acknowledges the complexity and unpredictability inherent in any forest community and the importance of developing solutions together with the forest peoples whose lives will be most affected by the outcomes. Building on earlier work that established the importance of flexible, collaborative approaches to sustainable forest management, The Complex Forest describes the work of ACM practitioners facing a broad range of challenges in diverse settings and attempts to identify the conditions under which ACM is most effective. Case studies of ACM in 33 forest sites in 11 countries together with Colfer's systematic comparison of results at each site indicate that human and institutional capabilities have been strengthened. In Zimbabwe, for example, the number of women involved in decisionmaking soared. In Nepal, community members detected and sanctioned dishonest community elites. In Cameroon and Bolivia, learning programs resulted in better conflict management. These are early results, but a wide range of recent research supports Colfer's belief that these new capabilities will eventually contribute to higher incomes and to sustainable improvements in the health of forests and forest peoples. The Complex Forest reinforces calls for change in the way we plan conservation and development programs, away from command-and-control approaches, toward ones that require bureaucratic flexibility and responsiveness, as well as greater local participation in setting priorities and problem solving.

Findings in the book inform and extend feminist institutionalism perspectives by applying it to a context which remains under explored, providing insights on the efficacy of public sector cultural change, especially as it relates to those areas within bureaucracies less in a position to adopt the changes mandated by society and principles of good governance.

Similarly, technologies that span multiple farms are unlikely to be adopted unless neighbors and groups work together (collective action). But little is know about the way property rights and collective action in developing countries mediate the adoption of technologies by farmers and groups. To address this information gap, this volume brings together international experts in economics, sociology, and natural resource management to examine the links among property rights, collective action, and technological change for a variety of technologies across a rage of community contexts in the developing world.
