In the wake of the General Agreement on Tariffs and Trade (the GATT), the popular assumption hailed it as a victory for freer trade. Lazar demonstrates that the trend was in fact towards a new protectionism based on the erection of non-tariff barriers specifically designed to subvert the GATT. In response, he called for a Canadian industrial strategy that promoted Canadian companies and encouraged exports. The New Protectionism is a subtle analysis of the rhetoric and reality of free trade as practised in the early 1980s.

Book excerpt: With the nations of the world becoming more interdependent, it is imperative to take international influences into account in understanding the organization of industry within a country. This book extends the structure/conduct/performance framework of analysis to present a fully specified simultaneous equation model of an open economy--Canada. By estimating a system of equations of all the major variables, the authors can identify which variables are dependent and which are independent. They are thus able to assess the relative importance of such factors as seller concentration, import competition, retailing structure, advertising expenditure, research and development spending, and technical and allocative efficiency in shaping the organization of industry in Canada. In addition, using both industry-level and firm-level data, the authors develop methods for assessing the effect of structural variables on diversification strategies and the consequences for market performance. They also study the effects of such variables on firms' access to capital markets. The book concludes with a discussion of the implications of the findings for government policy.

It provides a comprehensive picture of a number of aspects of firm turnover in North America that arise from the competitive process - the entry and the exit of firms, the growth and the decline of incumbent firms, and the merger process. Instantaneous and cumulative measures of market dynamics are provided. Since the forces contributing to competition are varied and industries are affected by heterogeneous forces, different aspects of firm turnover are considered in order to provide a comprehensive overview of the competitive process. Entry is divided into that portion coming from the creation of new plants and that portion arising from the acquisition of existing firms. Differences are drawn between the effects of related and unrelated acquisitions and between the effects of take-overs made by domestic and foreign firms. Differences between large- and small-firm activity are also investigated. The effects of turnover on productivity, efficiency, wage rates, and profitability are extensively model led. Using various measures of firm turnover to proxy the amount of competition, the study examines and contextualizes the relationship between industry performance and the intensity of the competitive process.

The latter topics are of growing importance. The issue of restructuring industries and the question of whether free trade or some measure of protection is more appropriate are topics of increasing relevance today (and will no doubt continue to be in future years as well). The problem of persistent inflation which other essays address is also of major concern. Apart from being broad in scope and venturing into new fields, this volume is also controversial. Its central feature is a debate about welfare aspects. Here, more than in pure analysis, economists tend to entertain different points of view. One of the participants in the Nijenrode conference, Professor John Blair, who died in December 1976 and whom we honour as having been an active promoter of this kind of meeting, wrote to the editors shortly before his death to say that the first volume had succeeded very well in acquainting the reader with the results of empirical investigations, notably on trends and levels of concentration.
