Deterioration or cessation of services can create health risks, limit economic productivity, damage public and private property, and lead to congestion in transport and communications. But effective infrastructure services are impossible without adequate records and maps of municipal facilities, particularly those underground. The authors review recent developments in the recording and mapping of urban infrastructure. The paper identifies the institutional, organizational, and technological issues involved and explores some strategic options for addressing these pressing issues. The options discussed include how best to determine the proper institutional structure, develop human resources, and make the best use of technology. The authors perceive an urgent need for development of legal frameworks to make recordkeeping more comprehensive and compatible among various utilities, localities, and governmental bodies. They advise that immediate attention be given to a particular organizational issue: in many utilities no one department is responsible for collecting and processing data, and even when such responsibility is designated, the methods to be used are unclear or the resources are inadequate. The paper offers case studies and concludes that improvements in utility mapping and recordkeeping are cost effective, enhance the efficiency of the utility, and improve the overall quality of urban life.

Book excerpt: Marine Air Group 25 was a pioneering combat air transport unit that entered overseas service during the Guadalcanal campaign in September 1942, helping to achieve the first American offensive victory of the war in the Pacific. It quickly gained fame for its rapid delivery of vital supplies and its lifesaving evacuation of casualties. During the fight for Guadalcanal, Marine Air Group 25 became the nucleus of the joint-service SOPAC (South Pacific) Combat Air Transport Command, or SCAT, partnering with troop carrier and medical units of the US Army Air Forces. SCAT would continue to play a crucial role in subsequent Allied operations throughout the Solomon Islands, including the battles for New Georgia and Bougainville. After SCAT was dissolved in February 1945, Marine Air Group 25 continued its mission in the Philippines and then Northern China until being deactivated in 1946. In 1950, the group was reactivated, seeing further service during the Korean War.

They are bastardised, humiliated and scammed by unscrupulous opportunists who deliberately misidentify them with intentions of dispossessing them of their ancestral lands and natural resources. Overall the author is in sympathy with the Bakassi who he argues have been marginalised and neglected by the Cameroon state. In particular, the value of the indigenous communities in terms of local economies as well as securing this vital border area has not been recognised and various external groups have been either allowed or encouraged to settle there to both the detriment of local populations and to the security of the region.
