The authors are scientists and practitioners who work in small-scale fisheries in various parts of the world, many of whom participated at the first World Small-Scale Fisheries Congress (WSFC), held in Bangkok in October 2010, and are members of the global research network for the future of small-scale fisheries, Too Big To Ignore. The editor, Ratana Chuenpagdee, the initiator of the WSFC, is Canada Research Chair in Natural Resource Sustainability and Community Development at Memorial University of Newfoundland, Canada. Many of these dwindling populations are situated in developing countries--locales that have previously received little attention in the scientific literature. In these areas, people occupying rivers or coastlines still capture sirenians for food and other uses (oil, bones for carving, leather). In addition, disruption, erosion, or complete loss of sirenian habitat occurs because of dredge and fill, coastal run-off, chemical pollution, and damage from boat propellers. Sirenian Conservation features contributions from an international group of scientists who are working to address the many challenges to manatee and dugong food supply, environment, reproduction, and survival. They share stories of programs that rescue, rehabilitate, release, and monitor these animals; offer reports on practical, replicable, and cost-effective management techniques; and summarize current research strategies.

Yet, many small-scale fishers work in conditions that are neither safe nor secure. Millions of them are poor, and often they are socially and politically marginalized. Macro-economic and institutional mechanisms are essential to address these poverty and vulnerability problems; however, interventions at the local community level are also necessary. This requires deep understanding of what poverty means to the fishers, their families and communities; how they cope with it; and the challenges they face to increase resiliency and improve their lives for the better. This book provides a global perspective, situating small-scale fisheries within the broad academic discourse on poverty, fisheries management and development. In-depth case studies from fifteen countries in Latin America, Europe, South and Southeast Asia, and sub-Saharan Africa, demonstrate the enormously complex ecological, economic, social, cultural and political contexts of this sector. Conclusions for policy-making, formulated as a joint statement by the authors, argue that fisheries development, poverty alleviation, and resource management must be integrated within a comprehensive governance approach that also looks beyond fisheries. Oil and domestic, urban and industrial pollutants in several areas of this part of the world have caused local habitat degradation, eutrophication and algal blooms. Further, coastal landfill, dredging, and sedimentation, as well as nutrient and sediment runoff from phosphate mining, agriculture and grazing, and reduction in freshwater seepage due to groundwater extraction are all contributing to the degradation of coastal environments. This book discusses aspects not covered in other books on the region, which largely focus on marine biodiversity, and examines several environmental challenges that are often ignored, but which have a significant impact on the environment. Evaluating the status quo, it also recommends conservation measures and examines the abiotic factors that play a major main role in the environmental changes. These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. Sea fishing has been an occupation with the coastal people of India since time immemorial forming an integral part of the maritime heritage. Machanisation has been introduced into the marine fishing with a view to exploit the fisheries potential all along the Indian coastline of 6,500 km by overcoming the deficiencies of the centuries old traditional fishing technology and to augment fish production with a higher fishing effort and also to raise the income levels and living standards of fishermen. The present book, based on the author’s doctoral dissertation, made a bold and pioneering attempt to evaluate the costs and earnings of mechanised and traditional boats for determining their relative operational efficiency and to examine intensively the effects of mechanisation on employment, income levels, consumption pattern and levels of living of fishermen and their social implications. While analysing the merits of the new fishing technology and also the reactions of different groups of fishermen to mechanisation, he spotlights the shortsightedness in the implementation of the programme of mechanisation resulting in a host of negative effects which have implications and also sets forth the valuable lessons which Indian experiences have to offer to the densely populated littoral nations in the Third World. To ensure enduring benefits to the vast majority of marine fishermen, the thesis underscores, among numerous other remedies the need for the provision of an intermediary technology, the need for the institutional support and marketing network and the need for the management of fisheries resources. It also calls for the policies to bring about socio-economic development of the fishing community on par with the rest of the society. All in all, a genuine contribution to knowledge of `grassroots' situations that will have enduring value and that can be useful in both academic and policy-formation circles.
