Book excerpt: An empathetic, moving account of what drives indigenous peasants to support armed struggle despite severe state repression, including lives lost, and homes and communities destroyed Over the past decade, the heavily forested, mineral-rich region of Bastar in central India has emerged as one of the most militarized sites in the country. The government calls the Maoist insurgency the “biggest security threat” to India. In 2005, a state-sponsored vigilante movement, the Salwa Judum, burned hundreds of villages, driving their inhabitants into state-controlled camps, drawing on counterinsurgency techniques developed in Malaysia, Vietnam and elsewhere. Apart from rapes and killings, hundreds of “surrendered” Maoist sympathizers were conscripted as auxiliaries. The conflict continues to this day, taking a toll on the lives of civilians, security forces and Maoist cadres. In 2007, Sundar and others took the Indian government to the Supreme Court over the human rights violations arising out of the conflict. In a landmark judgment in 2011 the court banned state support for vigilantism. The Burning Forest describes this brutal war in the heart of India, and what it tells us about the courts, media and politics of the country. The result is a fascinating critical account of Indian democracy.

Book excerpt: It is clear from the above account of the Maoist movement that the movement has been violent and comparatively strong enough to challenge, at least, the security forces and pose threats to the local government officials. The movement is primarily spearheaded by a Maoist party, i.e. the CPI (Maoist) which derives its ideological and militaristic inspirations from the China's Mao Tse Tung's thoughts which propagates agrarian armed revolution to capture political power. Indian Maoists/Naxalites aim at overthrowing the Indian State through the agrarian armed revolution and capturing the political power. The CPI (Maoist) has spread to one-third of the country's geographical area (primarily in forest areas) and established an efficient networking in urban areas through its mass organizations. It has also in place a proper research and development program which is responsible for the development of sophisticated arms and ammunitions. In addition to it, the CPI (Maoist) has set up an intelligence network to collate and analyze the information as to the planning, movement and operation of the security forces. They are challenging the Indian state on many fronts, from propaganda to military actions. Although they say that they are in a strategic defensive mode in which they, on occasions, conduct counter-offensive attacks on security forces and civilians, the data on the killings of security forces and civilians reveal enormity of the Maoists' threat to the internal security of the country. The governments at the center and the states, time and again, have acknowledged the threat as the biggest internal security threat/challenge ever faced by India. The Central and the State governments have made some efforts on two fronts, development as well as security, to curtail the Maoist menace. However, the governments have not been really successful in countering the Maoists' propaganda against the Indian state, which would give them strategic leverage vis-à-vis the Indian state in psychological warfare. The governments need to instill confidence into the affected mass towards the State through providing them with development, opportunity and sense of security.

The various approaches taken by different states under different political dispensation have been largely ineffective in tackling the insurgency. The Indian Constitution has limited the police's ability to ensure public order and the federal government feels powerless in a sense, according to Mr. Singh's analysis.India's prime minister has declared more than once that the Maoist challenge is the biggest threat to the internal security of the country. Mr. Singh addresses the government's current two-pronged strategy: employing massive COIN operations and launching development schemes in a big way. The success of the approach, according to Mr. Singh, will depend on the ability of the Indian government to implement the development projects at the grass roots level and to improve governance in the far-flung provinces, particularly those inhabited by the various indigenous tribes. This monograph is a concise but thorough history of the Maoist movement and the government's response from the inception of the movement to the present day. As with Mr. Singh's previous monograph, how India accommodates its tribal minorities and reaches an accommodation with insurgents is a critical element for long-term regional stability and is of critical concern to the United States and the global community.

These areas include defense technology cooperation, the discussion of a framework for military-to-military agreements, and the expansion of joint military exercises. U.S.-India defense cooperation, however, will remain limited in critical areas where India's historical independent interests remain firm. Among these areas of Indian reserve include strategic autonomy, the imperatives of domestic federalism, and the preference for a go-slow approach toward redressing civil unrest. Attempts by U.S. policymakers to press harder in these areas will likely prove counterproductive. India's long-running class-based, economic insurgency-the Naxalite insurgency (or Community Party of India [CPI]-Maoist insurgency)-is a case study in which external security partnerships will remain limited, if not mostly unwelcomed, in New Delhi. Known as "the greatest domestic security threat faced by India" from 2006 to 2011, the Naxalite insurgency has receded and largely been contained-albeit still far from eliminated-as of 2016. India's security response to the Naxalite insurgency from 2004 to 2015 demonstrates that New Delhi will prefer limited interaction with external security partners when addressing matters of domestic counterinsurgency. With this insight, U.S. policymakers should not expect that New Delhi will accept direct assistance for its domestic counterinsurgency units in the foreseeable future, and the United States should not press India too hard on this issue. Washington would be ill-served by an Indian backlash to such unwelcomed assertiveness. Any Indian backlash might curb or reverse far more important bilateral military-to-military interactions including joint maritime security activities in the Indian Ocean and the western Pacific, bilateral interoperability exercises that improve Indian confidence and capabilities against potential Chinese encroachment in disputed Sino-Indian border areas, and military-to-military collaboration in global counterterrorism intelligence-sharing and operations. The United States instead should focus on not only its offers of major near-term bilateral military assistance for security cooperation but also, to the extent that Indian sensitivities will allow, actions by China that threaten mutually held security concerns in New Delhi and Washington.
