But even decades on, most people speak of this rule—both in everyday political discussion and in legal and academic debates—as temporary, as a state of affairs incidental and external to the Israeli regime. In The One-State Condition, Ariella Azoulay and Adi Ophir directly challenge this belief. Looking closely at the history and contemporary formation of the ruling apparatus—the technologies and operations of the Israeli army, the General Security Services, and the legal system imposed in the Occupied Territories—Azoulay and Ophir outline the one-state condition of Israel/Palestine: the grounding principle of Israeli governance is the perpetuation of differential rule over populations of differing status. Israeli citizenship is shaped through the active denial of Palestinian citizenship and civil rights. Though many Israelis, on both political right and left, agree that the occupation constitutes a problem for Israeli democracy, few ultimately admit that Israel is no democracy or question the very structure of the Israeli regime itself. Too frequently ignored are the lasting effects of the deceptive denial of the events of 1948 and 1967, and the ways in which the resulting occupation has reinforced the sweeping militarization and recent racialization of Israeli society. Azoulay and Ophir show that acknowledgment of the one-state condition is not only a prerequisite for considering a one- or two-state solution; it is a prerequisite for advancing new ideas to move beyond the trap of this false dilemma.

Yet American attempts to broker an end to the conflict have repeatedly come up short. At the center of these failures lay two critical factors: Israeli power and Palestinian politics. While both Israelis and Palestinians undoubtedly share much of the blame, one also cannot escape the role of the United States, as the sole mediator in the process, in these repeated failures. American peacemaking efforts ultimately ran aground as a result of Washington’s unwillingness to confront Israel’s ever-deepening occupation or to come to grips with the realities of internal Palestinian politics. In particular, the book looks at the interplay between the U.S.-led peace process and internal Palestinian politics—namely, how a badly flawed peace process helped to weaken Palestinian leaders and institutions and how an increasingly dysfunctional Palestinian leadership, in turn, hindered prospects for a diplomatic resolution. Thus, while the peace process was not necessarily doomed to fail, Washington’s management of the process, with its built-in blind spot to Israeli power and Palestinian politics, made failure far more likely than a negotiated breakthrough. Shaped by the pressures of American domestic politics and the special relationship with Israel, Washington’s distinctive “blind spot” to Israeli power and Palestinian politics has deep historical roots, dating back to the 1917 Balfour Declaration and the British Mandate. To speak of waste siege is to describe a series of conditions, from smelling wastes to negotiating military infrastructures, from biopolitical forms of colonial rule to experiences of governmental abandonment, from obvious targets of resistance to confusion over responsibility for the burdensome objects of daily life. Within this rubble, debris, and infrastructural fallout, West Bank Palestinians create a life under settler colonial rule. Sophia Stamatopoulou-Robbins focuses on waste as an experience of everyday life that is continuous with, but not a result only of, occupation. Tracing Palestinians' own experiences of wastes over the past decade, she considers how multiple authorities governing the West Bank—including municipalities, the Palestinian Authority, international aid organizations, NGOs, and Israel—rule by waste siege, whether intentionally or not. Her work challenges both common formulations of waste as "matter out of place" and as the ontological opposite of the environment, by suggesting instead that waste siege be understood as an ecology of "matter with no place to go." Waste siege thus not only describes a stateless Palestine, but also becomes a metaphor for our besieged planet.

Instead, an alternative framework is proposed for assessing state performance in a context of economic and social transformation.
