Este manual sintetiza y difunde conocimientos sobre planificación, implementación y operación de los proyectos ferroviarios urbanos para: i) destacar la necesidad de realizar estudios tempranos y planificar los proyectos, ii) contribuir a que los proyectos sean más sostenibles (desde el punto de vista económico, social y ambiental); iii) mejorar los beneficios socioeconómicos de los usuarios y el acceso de estos a distintas oportunidades; iv) maximizar el valor de la participación privada, cuando corresponda, y v) fortalecer la capacidad de las instituciones encargadas de la gestión e implementación de los proyectos. Se ofrece experiencia para lidiar con los desafíos técnicos, institucionales y financieros a los que se enfrentan los tomadores de decisiones de proyectos ferroviarios urbanos. Se reúnen los conocimientos especializados del personal del Banco Mundial y el aporte de numerosos especialistas para sintetizar buenas prácticas y recomendaciones basadas en experiencia global que no responden a intereses comerciales, financieros ni políticos, entre otros. El material presentado tiene como objetivo servir de guía imparcial para maximizar el impacto y afrontar los desafíos que conllevan los sistemas ferroviarios urbanos en las ciudades de países desarrollados y en desarrollo. No se brinda un enfoque único, sino que se reconocen las complejidades y los distintos contextos existentes cuando se aborda un proyecto de desarrollo ferroviario urbano; de ese modo, se apoya a las autoridades a prepararse para formular las preguntas adecuadas, analizar las cuestiones clave, llevar a cabo los estudios necesarios, aplicar las herramientas apropiadas y aprender de las buenas prácticas internacionales, todo ello en el oportuno momento del proceso de desarrollo del proyecto.

Austrian academic and planner Karl Brunner was hired in Chile, Colombia and Panama from the late 1920s to advise in the professional and academic domains, marking a shift from the so-called École Française d’Urbanisme (EFU) of Haussmannesque descent towards the Austrian-German Städtebau, While coordinating the municipal office and plan for Bogotá, Brunner translated his Manual de Urbanismo – the first textbook published in Latin America about the new discipline and the first to incorporate examples from local cities. Based on his 1924 course at Vienna’s National Faculty of Architecture Brunner’s Manual emphasized the ‘scientific system’ of the discipline. Brunner was the most influential figure of his time in the urban planning of the region, but has become overshadowed by Le Corbusier's and CIAM’s prevailing influence after the Second World War. Complete with a supporting introduction written by Arturo Almandoz, this volume includes the full copy of the original Manual de Urbanismo with an English translation of the synthesis. But while organized crime may not get the headlines it once did in North America, the resurgence of such criminal activity in Latin America, and in some European nations, has grabbed the public's attention. In Dangerous Liaisons noted scholars describe and analyze the role of organized crime in the financing of politics in selected democracies in Latin America (Argentina, Brazil, Colombia, Costa Rica, and Mexico) and in Europe (Bulgaria and Italy). The book seeks to unravel the myths that have developed around crime in these locales, while providing facts and informing the debate on how organized crime corrupts democratic institutions, especially in relation to the funding of political parties and their activities. Among the subjects studied in detail are the role of organized crime in political finance through the lens of Argentina's presidential campaigns of 1999 and 2007; Brazil's elected officeholders and their role in corruption; the weakness of Colombia's democracy; the growing role of money in Costa Rica's politics; the destructive effects of drug money on Mexican institutions; the link between organized crime—narrowly and broadly understood—and political financing in Bulgaria; and crime and political finance in Italy.
