Book excerpt: Independent Museums and Culture Centres in Colonial and Post-colonial Zimbabwe presents case studies that grapple with the issue of ‘decolonising practice’ in privately owned museums and cultural centres in Zimbabwe. Including contributions from academics and practitioners, this book focusses on privately run cultural institutions and highlights that there has, until now, been scant scholarly information about their existence and practice. Arguing that the recent resurgence of such museums, which are not usually obliged to endorse official narratives of the central government, points to some desire to decolonise and indigenise museums, the contributors explore approaches that have been used to reconfigure such colonially inherited institutions to suit the post-colonial terrain. The volume also explores how privately owned museums can tap into or contribute to current conversations on decoloniality that encourage reflexivity, inclusivity, de-patriarchy, multivocality, community participation, and agency. Exploring the motives and purpose of such institutions, the book argues that they are being utilised to confront deeply entrenched stigmatisation and marginalisation. According to the UNESCO Operational Guidelines, the purpose of a management plan is to ensure the effective protection of the nominated property for present and future generations. This requirement was in part necessitated by the need to implement real systems of monitoring on the management of World Heritage Sites. Since its implementation in 2005, discussion on the function and the contents of management plans for World Heritage Sites has grown tremendously. The discussions have mainly been focused on the theoretical frameworks of World Heritage site management plans and proposals of practical guidelines for their implementation. This volume provides a platform for heritage practitioners, especially those working at Cultural World Heritage Sites, to put in writing their experiences and impressions about the implementation of site management plans at properties that are inscribed on the WHL. Cultural World Heritage Sites in this case refer to world heritage properties such as archaeological sites, cultural landscapes, religious sites and architectural structures. This book explores the diminishing control of the Communist Party over public leisure from 1953 to the present day, as one aspect of the de-Stalinization and the dismantling of the totalitarian system. It focuses on the changing nature and functions of the ‘cultural enlightenment’ conducted in houses of culture and similar institutions. Public rejection of the Stalinist attempt to saturate all leisure activities with propaganda and to liquidate many national cultural traditions have gradually forced the party to relinquish much of its leading role in this area. The book compares this process in three different Soviet-type systems, the USSR, Poland and Hungary. It discusses depoliticization of house of culture activities and, especially in the era of perestroika, their eventual repoliticization by unofficial associations concerned with a mix of political, cultural, social and environmental issues. Today the house of culture, a quintessentially Stalinist institution, paradoxically provides a home for an emergent civil society.
