Book excerpt: Over the last twenty years or so there has been a sharp increase in interest from national sports federations and governments in the development of effective elite sport systems, particularly focused on achieving success in the summer and winter Olympic Games. Many countries now have publicly funded elite sports strategies which provide specialist facilities and support staff and often provide direct financial support for athletes. These developments have stimulated academic interest in describing the elite sport systems, analysing the processes by which policy is established and evaluating the impact of these policies on elite athlete success. Far less attention has been placed on the operation of the elite sports systems and on how the system interfaces with the athlete. The aim of this book is to refocus attention on the management and operation of systems designed to deliver elite success. The book draws on the theoretical literature in implementation, organisation theory, leadership and complexity. This provides an initial context for analysis and a stimulus for theory development around key questions such as: How do coaches manage their relationship with athletes? How does talent identification operate in practice? Do coaches fulfil the role of gatekeeper between the athlete and other elements of the sports system e.g. sports science support? How do managers, support staff and athletes interpret the expectations placed on them? The first part of the book focuses on aspects of the effectiveness of elite sports systems and the second explores aspects of systems operation focused on the interface between the athlete and the sport development system, and cross-cutting themes within the book include the management of talent identification and coach development. They take as axiomatic that the governed are not a homogenized and amorphus them in the them-us dichotomy, reduced to what Carlyle called a dead logic formula, thereby, for the purpose of this analysis, leave begging all the relevant questions. The governed are not a disembodied abstraction; they are an aggregate of men and women of flesh and blood. In a corporation, they are corporate directors (whose governors are those who own or, perhaps, have a stake in that corporation), corporate managers (whose governors are the corporate directors), corporate employees (whose governors are the corporate managers). In a society, they are individuals or groups of individuals, perhaps in corporations, located within its jurisdiction (whose governors are the members of societal politial and administrative elites). At the global level, they are individuals or groups of individuals in countries and corporations within the jurisdiction of international governmental organizations and international regimes (whose governors are those who seek to control those global governance mechanisms). Whether the governed's response to their governors' processs is one of compliance or antagonism, and how the governors response to any antagoism, has implications for governance capacity, good governance, and governability. A provocative study that will be of interest to students and scholars of political theory, international relations, and management and organizational theory as well as those who are concerned with issues of goverance at all levels, corporate, societal,and global.

But from the seemingly rapid leadership turnovers in Tunisia and Egypt to the protracted stalemates in Yemen and Syria, there remains a common outcome: ongoing control of the ruling regimes. While some analysts and media outlets rush to look for democratic breakthroughs, autocratic continuity—not wide-ranging political change—remains the hallmark of the region's upheaval. Contrasting Egypt and Syria, Joshua Stacher examines how executive power is structured in each country to show how these preexisting power configurations shaped the uprisings and, in turn, the outcomes. Presidential power in Egypt was centralized. Even as Mubarak was forced to relinquish the presidency, military generals from the regime were charged with leading the transition. The course of the Syrian uprising reveals a key difference: the decentralized character of Syrian politics. Only time will tell if Asad will survive in office, but for now, the regime continues to unify around him. While debates about election timetables, new laws, and the constitution have come about in Egypt, bloody street confrontations continue to define Syrian politics—the differences in authoritarian rule could not be more stark. Political structures, elite alliances, state institutions, and governing practices are seldom swept away entirely—even following successful revolutions—so it is vital to examine the various contexts for regime survival. Elections, protests, and political struggles will continue to define the region in the upcoming years. Examining the lead-up to the Egyptian and Syrian uprisings helps us unlock the complexity behind the protests and transitions. Without this understanding, we lack a roadmap to make sense of the Middle East's most important political moment in decades.
