Individuals and businesses are in debt to government for overdue tax liabilities, benefit or tax credits overpayments and other reasons, including outstanding fines and court confiscation orders. Overdue debt identified by government was at least £22 billion at March 2013 and £6 billion of debt was written off in 2012-13 as irrecoverable, or 'remitted' on the basis that it was not a good use of scarce resources to pursue it. In total, government accounts show losses of more than £32 billion over the last five years. Government cannot easily control all losses - around 70 per cent result from write-offs in insolvency cases. But it intends to learn lessons from the way the tax credits system works to create overpayments to 'design out' unnecessary debt when implementing future policies such Universal Credit. Too much overdue debt is allowed to age, leading to its value being eroded, as older debt is more difficult to collect. Some 61 per cent of debt owed to HMRC was more than 180 days old. For DWP, 81 per cent of benefit overpayment debt was more than 180 days old, and legal restrictions limit the rate of repayment from people on benefit, who make up 66% of DWP debtors. The ability across government to manage debt is undermined by poor quality data, barriers to data sharing and inconsistent definitions.

There is no official figure for the total amount owed to central government that is overdue. However, the National Audit Office estimated that overdue debt (money owed that is in arrears and legally collectable) was at least £22 billion at 31 March 2013. HM Revenue & Customs (HMRC) was owed the majority of this debt (£15.1 billion), while the Department for Work and Pensions (DWP) and the Ministry of Justice (MOJ) account for nearly all of the remainder. Debt owed to government has reduced by around £5.5 billion in the last four years. But the Government has failed to take a strategic cross-government approach to managing that debt and getting more money paid to the Exchequer. Failure to minimise debt impacts directly on Government borrowing. The current climate of tight public finances must be an opportune time to make the lasting change to debt management that is needed across government. This will require prompt action to obtain repayments earlier, real co-operation across departments, better data for a more detailed understanding of debtors and their circumstances, and a more strategic approach to the use of debt collection agencies. In this way Government could ensure a more effective approach to preventing, managing and recovering debt.
