Taking into account the assumed growing needs for training measures on all three levels, the report gives an overview on what measures are offered, as well as an analysis of those measures in terms of the current challenges in the business environment--characterized by growing worldwide competitiveness and rapid technological change. A summary is provided of the different methods used in the various countries, how the support components are related to each other, and how the results can be judged by comparing claims and results. Suggestions for more appropriate solutions are offered. Six case studies of small business development programs in England, Ireland, West Germany, France, the Netherlands, and Spain are included in the report. (KC)

In the first part of this meticulously researched and highly informative book, Dimitris Chorafas argues that European educational standards, from primary schools through to universities, leave much to be desired. The author then turns to employment. Already affected by problems with education, employment is fettered by structural issues, ranging from inflexible labour laws to heavy social costs. Here, the author suggests what might be done to get employment moving again in difficult economic times. Employment and pensions work in synergy. In the final part, Chorafas examines the implications of and future for pension provision, taking a polyvalent approach which embraces state pensions, company pensions and the workings of pension funds - as well as healthcare issues and the longevity risk. The evidenced analysis of the three interlinked policy areas in this book identifies the issues and the relationships between them. Not surprisingly, the character and the level of development of business ethics in the represented European countries are diverse. However, common characteristics can be discovered in the business ethics experiences described in this volume. One principal theme that emerges is that European business ethics is deeply rooted in culture and less influenced by abstract principles and ideas. Some critical distance from the mainstream American approach to business ethics is also a common characteristic of contributions in this book. This book was born from the fruitful exchange of the CEMS Inter-faculty Group in Business Ethics. CEMS was founded in 1988 as an association of top-level schools of management education throughout Europe, and inter-faculty groups were established to develop joint teaching materials and to encourage collaboration among the researchers at the various CEMS schools.
