Book excerpt: The Covid-19 pandemic triggered the first global public health emergency since 1918, the greatest economic crisis since the Great Depression, and the greatest geopolitical tensions in decades. Global governance mechanisms failed. Yet, East Asian countries (with caveats) managed to control Covid-19 better than most other countries and to increase their cooperation toward economic integration, despite their position on the security frontline. What explains this East Asian Covid paradox in a region devoid of strong regional institutions? This Element argues that high levels of institutional preparation, social cohesion, and global strategic reinforcement in a context of situational convergence explain the results. It relies on high-level interviews and case studies across the region.

The majority of large-scale disasters affect the most vulnerable populations, which are often comprised of people of extreme ages, in remote living areas, with endemic poverty, and with low literacy. Health-related emergency disaster risk management (Health-EDRM) [1] refers to the systematic analysis and management of health risks surrounding emergencies and disasters; it plays an important role in reducing hazards and vulnerability along with extending preparedness, response, and recovery measures. This concept encompasses risk analyses and interventions, such as accessible early warning systems, timely deployment of relief workers, and the provision of suitable drugs and medical equipment, to decrease the impact of disaster on people before, during, and after disaster events. Disaster risk profiling and interventions can be at the personal/household, community, and system/political levels; they can be targeted at specific health risks including respiratory issues caused by indoor burning, re-emergence of infectious disease due to low vaccination coverage, and gastrointestinal problems resulting from unregulated waste management. Unfortunately, there has been a major gap in the scientific literature regarding Health-EDRM. The aim of this Special Issue of IJERPH was to present papers describing/reporting the latest disaster and health risk analyses, as well as interventions for health-related disaster risk management, in an effort to address this gap and facilitate major global policies and initiatives for disaster risk reduction.

The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

While APSED 2010 continued to focus on emerging diseases, it also seeks to maximize the benefits already achieved by widening its scope to include other acute public health threats and by identifying additional areas of synergy and special situations to which the Strategy can make important contributions. APSED (2010) seeks to provide a common framework for countries, WHO and partners to work together to enhance regional defence against public health threats.

The protest, known as the Umbrella Movement, called for ‘genuine democracy’, as well as a fairer social and economic system. The book aims to provide a dynamic framework to explain why socioeconomic forces converged to produce such a situation. Examining increasing inequality, rising prices and stagnating incomes, it stresses the role of economic and social factors, as opposed to the domestic political and constitutional issues often assumed to be the root cause behind the protests. It first argues that globalization and the increasing influence of China’s economy in Hong Kong has weighted on salaries. Second, it shows that the oligopolistic nature of the local economy has generated rents, which have reinforced inequality.
