What is the impact of gender diversity and political orientation on a police students’ career aspirations and attitudes to policing? These are some of the questions addressed by this longitudinal project, following police students in seven European countries. The unique data material makes it possible to explore a wide range of topics relevant to the future development of policing, police education and police science more generally. Part I presents an overview of the different goals and models of police education in the seven participating countries. Part II describes what type of student is attracted to police education, taking into consideration educational background, political orientation and career aspirations. Part III shows the social impact of police education by examining students’ orientations towards emerging competence areas; students’ career aspirations; and students’ attitudes concerning trust, cynicism and legalism. The overall results show that police students are strikingly similar across different types of police education. Students in academic institutions are at least as interested in street patrolling as students in vocational training institutions. Gender and recruitment policies matters more in relation to career preferences than education models. The national context plays a more important role than the type of police education system. Written in a clear and direct style, this book will appeal to students and scholars in policing, criminology, sociology, social theory and cultural studies and those interested in how police education shapes its graduates.

Book excerpt: In June 1943, the city of Los Angeles was wrenched apart by the worst rioting it had seen to that point in the twentieth century. Incited by sensational newspaper stories and the growing public hysteria over allegations of widespread Mexican American juvenile crime, scores of American servicemen, joined by civilians and even police officers, roamed the streets of the city in search of young Mexican American men and boys wearing a distinctive style of dress called a Zoot Suit. Once found, the Zoot Suiters were stripped of their clothes, beaten, and left in the street. Over 600 Mexican American youths were arrested. The riots threw a harsh light upon the deteriorating relationship between the Los Angeles Mexican American community and the Los Angeles Police Department in the 1940s. In this study, Edward J. Escobar examines the history of the relationship between the Los Angeles Police Department and the Mexican American community from the turn of the century to the era of the Zoot Suit Riots. Escobar shows the changes in the way police viewed Mexican Americans, increasingly characterizing them as a criminal element, and the corresponding assumption on the part of Mexican Americans that the police were a threat to their community. The broader implications of this relationship are, as Escobar demonstrates, the significance of the role of the police in suppressing labor unrest, the growing connection between ideas about race and criminality, changing public perceptions about Mexican Americans, and the rise of Mexican American political activism.

They joined a small but established Spanish-speaking community of people from Texas, Mexico, and Puerto Rico. Delia Fernández-Jones merges storytelling with historical analysis to recapture the placemaking practices that these Mexicans, Tejanos, and Puerto Ricans used to create a new home for themselves. Faced with entrenched white racism and hostility, Latinos of different backgrounds formed powerful relationships to better secure material needs like houses and jobs and to recreate community cultural practices. Book excerpt: Making a Promised Land examines the interconnected histories of African American representation, urban life, and citizenship as documented in still and moving images of Harlem over the last century. Paula J. Massood analyzes how photography and film have been used over time to make African American culture visible to itself and to a wider audience and charts the ways in which the “Mecca of the New Negro” became a battleground in the struggle to define American politics, aesthetics, and citizenship. Visual media were first used as tools for uplift and education. With Harlem’s downturn in fortunes through the 1930s, narratives of black urban criminality became common in sociological tracts, photojournalism, and film. These narratives were particularly embodied in the gangster film, which was adapted to include stories of achievement, economic success, and, later in the century, a nostalgic return to the past. Among the films discussed are Fights of Nations (1907), Dark Manhattan (1937), The Cool World (1963), Black Caesar (1974), Malcolm X (1992), and American Gangster (2007). Massood asserts that the history of photography and film in Harlem provides the keys to understanding the neighborhood’s symbolic resonance in African American and American life, especially in light of recent urban redevelopment that has redefined many of its physical and demographic contours.
