Book excerpt: Women in the Europe and Central Asia region complain about loss of employment, sexual harassment, violence, poor enforcement of the law, poor political representation, and poor health care. Many greet these complaints with skepticism or dismissal. Is it economic expedience due to the sheer magnitude of the changes taking place under the transition? Did the Soviet legacy delude observers into believing that there is gender equality in the region? While budgets shrink, how can gender be integrated into country department work programs? To answer these and other pressing questions regarding the gender issue, the World Bank held a conference in June 1999. Women from the ECA region, Western Europe and the United States gathered to address the lack of Bank knowledge of gender issues in the Eastern Europe and Central Asia Region. The papers from the conference included in this volume describe the present conditions for women, emphasize the need to debunk the myth of gender equality in the Soviet era, and propose urgent legislative measures to address gender disparity. This publication gives women the opportunity to voice their concerns regarding this issue. It will be of interest to regional gender experts, ministries, and think tanks.

The authors of this book examine these questions through the lens of two contextual factors: the legacy of centralized planned economies and the mounting demographic pressures associated with rapid aging in some countries and soaring numbers of youth entering the workforce in others. The authors find the following: Market reforms pay off, albeit with a lag, in terms of jobs and productivity. A small fraction of superstar high-growth firms accounts for most of the new jobs created in the region. Skills gaps hinder employment prospects, especially of youth and older workers, because of the inadequate response by the education and training systems to changes in the demand for skills. Employment is hindered by high implicit taxes on formal work and barriers that affect especially women, minorities, youth, and older workers. Low internal labor mobility prevents labor relocation to places with greater job creation potential. Back to Work: Growing with Jobs in Europe and Central Asia asserts that to get more people back to work and to grow with jobs, countries, especially late reformers, need to regain the momentum for economic and institutional reforms that existed before the economic crisis. They should lay the fundamentals to create jobs for all workers, by pushing reforms to create the enabling environment for existing firms to grow, become more productive, or exit the market and let new firms emerge and succeed (or fail fast and cheap). They should also implement policies to support workers so that those workers are prepared to take on the new jobs being created, by having the right skills and incentives, unhindered access to work, and being ready to relocate.

Book excerpt: The increase in poverty and inequality in the transition countries of Europe and Central Asia over the past decade is as markedly dramatic, as it is unprecedented. Drawing on new household survey data and extensive qualitative studies, this book brings together findings on the nature and evolution of poverty and inequality in the region. Virtually all transition countries experienced a collapse in economic output in the initial years of the transition, but the drop was much sharper and the recovery slower in some parts of the region. This work explores the different responses to this collapse and their implications for poverty and inequality. Incomplete market reforms, high levels of bureaucratic corruption, and the capture of national governments by powerful business elites account for some of the major differences in poverty and inequality outcomes among countries. This book addresses the policy actions needed to reduce poverty and create inclusive societies. First and foremost is fostering institutions at the community, local, and national level that are accountable to and inclusive of all parts of society. These institutions provide the foundation for functioning democratic societies, good governance, and shared economic growth. Economic growth that generates productive work and leads to a rise in real wages is also vital to poverty reduction. Sustaining such growth in turn depends on completing reforms and building open and competitive markets, with adequate safeguards where markets may fail. Inclusive institutions and economic growth will provide the basis for sustained and shared prosperity as long as societies ensure that people have the capabilities they need to participate in the market and put in place mechanisms to help those who may be left behind. Inequities in learning opportunities are increasing at a time when human capital is becoming ever more important in the region's recovery and development. The danger is that in some countries of the region these education problems, left unchecked, could threaten to create a vicious circle that will make poverty and social exclusion a powerful generational inheritance.

Book excerpt: With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. The first chapter of the report provides the historical context and an overview of the methodological issues and main data sources; chapter two presents the available evidence on welfare status and living conditions, examining poverty, housing education, employment and health; chapter three considers issues relating to access to social services; and the final chapter reviews the opportunities for Roma participation in the design and implementation of community development policies and programmes, and outlines policy implications.

However, the CCA is equally likely to become a threat to the global economy as a consequence of the misuse of energy revenues to promote the interests of predatory political elites.

Book excerpt: This report presents a detailed gender analysis of the Life in Transition Survey III (LITS III), conducted in 2015-2016 in 34 countries of the Europe and Central Asia region. LITS is a unique dataset as it covers for the first time issues related to asset ownership, care need in the household and gender norms. In addition, in a subset of the households that participated information was collected for both men and women allowing an analysis of gender intra-household dynamics. In total, over 51,000 respondents were covered in the survey. The results indicate that while gender relations, views, and women's access and use of some opportunities have transitioned to more egalitarian ones, women still face challenges to fully participate in economic activity and have an equal say in household decision-making. Across all countries, women's employment appears to be a main driver of greater quality across the domains analysed in the report.
