Rosecrans to carve the way for others to march to glory, to sow the seed while others reaped the harvest of his victories. The echo of his rifles at Rich Mountain in 1861 had scarcely ceased to reverberate among the hills of western Virginia, when his superior in command, who had no part in the battle, was selected to command the armies of the United States. It was his victory over Van Dorn at Corinth in October, 1862, which restored the waning confidence of the Government in its Department Commander, and at last when the magnificent Army of the Cumberland reorganized, and thrice led to victory at Stone's River, Tullahoma, and the capture of Chattanooga in 1863, by General Rosecrans, the chaplet was torn from his brow by the envy and jealousy of rivals, and placed upon the head of the heroic Thomas. Probably the most unpredictable variable in the "Fog of War" next to leadership, is the command and control process, comprised of three components: organizations, process, and facilities. Organizations include the formulation of staffs by the commander to accomplish the mission. Incorporated in the organization of the staffs are the roles, responsibilities, and functions. Large Civil War armies like the Army of the Cumberland and the Army of the Tennessee required significant numbers of staff officers to support the armies logistically and to maneuver them operationally. During the Campaign and Battle of Chickamauga, these staff officers often played major roles and were instrumental in determining the outcome of the battle. The roles and functions performed by these staff officers evolved through the history of conflict. This study is an analysis of the roles, responsibilities, and functions of General Rosecrans’ staff prior to and during the Chickamauga campaign, using lessons learned in comparison to current Army doctrine on command and control. Primary sources for staff information on the Army of the Cumberland are the Official Records and actual telegrams from the staffs during this period. Doctrinal manuals on senior level staffs did not exist; therefore, these staffs were composites of regimental and War Department staff positions and ad hoc positions. The study uses evolving doctrine from Command and General Staff College that defines an outstanding staff as one that informs, anticipates, coordinates and executes the commander’s guidance with enthusiasm and innovation. This study concludes that Rosecrans’ staff was significant to the outcome of the Battle of Chickamauga. Although none of the staff functions developed critical deficiencies during the campaign, their inability to relieve the commander of administrative burdens compelled him to abandon the battlefield.

How generals and their subordinates organized military resources to provide food for both men and animals under their command, he argues, proved essential to Union victory. The Union army developed a powerful logistical capability that enabled it to penetrate deep into Confederate territory and exert control over select regions of the South. Logistics and supply empowered Union offensive strategy but limited it as well; heavily dependent on supply lines, road systems, preexisting railroad lines, and natural waterways, Union strategy worked far better in the more developed Upper South. Union commanders encountered unique problems in the Deep South, where needed infrastructure was more scarce. While the Mississippi River allowed Northern armies to access the region along a narrow corridor and capture key cities and towns along its banks, the dearth of rail lines nearly stymied William T. Sherman’s advance to Atlanta. In other parts of the Deep South, the Union army relied on massive strategic raids to destroy resources and propel its military might into the heart of the Confederacy. As Hess’s study shows, from the perspective of maintaining food supply and moving armies, there existed two main theaters of operation, north and south, that proved just as important as the three conventional eastern, western, and Trans-Mississippi theaters. Indeed, the conflict in the Upper South proved so different from that in the Deep South that the ability of Federal officials to negotiate the logistical complications associated with army mobility played a crucial role in determining the outcome of the war.
