Special emphasis is placed on structuring deals to effectively harness the enterprise of the private sector while preserving for the public sector those tasks for which it is best suited or which cannot reasonably be delegated. The variety of projects examined range from tolled highway, bridge, and tunnel links to new rail and people mover lines to individual transit station joint development projects.

This process involves linking the planning, project development, environmental, design, construction, operations, and maintenance aspects of the overall transportation program. The purpose of the TDP is to implement a seamless process in which all these elements come together and in which there is continuous public involvement. This report will be of interest to regional and state transportation, planning, and environmental agencies who participate in the TDP and who are involved in both the development and policy aspects of the TDP. This report of the Transportation Research Board describes the history of the TDP, as well as the federal requirements that must be met under both transportation and environmental regulations. This process is made more complex by state and local regulations that must be observed in most jurisdictions. Throughout this process, as carried out by the state transportation agencies and the metropolitan planning organizations, there is continuous public involvement. Other programs, such as the transportation implementation plan, state transportation implementation plan, and environmental programs such as the National Environmental Policy Act, the Clean Air Act Amendments of 1990, and requirements of other environmental laws must be integrated into the TDP. The complexities of this process are described, and some unique approaches to meeting its demands are presented.

Book excerpt: "Strengthening the economic vitality of a region (jobs and income) is one of the primary reasons for investing in highway capacity. Elements of improving economic vitality include better access to markets and labor force, reduced cost of delay, reduced congestion, improved safety, reduced pollution, and a better quality of life. However, the ways in which new and improved highway capacity influences economic vitality are complex and often indirect. This project had three objectives: (1) to provide a resource to help determine the net changes in the economic systems of an area impacted by a transportation capacity investment; (2) to provide data and results from enough structured cases that project planners in the future can use the cases to demonstrate by analogy the likely impacts of a proposed project or group of projects (plan); and (3) to demonstrate how this fits into collaborative decision making for capacity expansion."--proj. desc. This project produced 100 case studies of already-built highway capacity projects and their economic development impacts. To accomplish this, the study team compiled pre/post economic and land development data and conducted local interviews, in order to portray the actual, observed economic development impacts of those projects. The results were put into a database and classified by type of project and local setting. An accompanying web tool, called T-PICS (Transportation Project Impact Case Studies), was developed to provide access to the case study information so it can be used to portray the range of economic development impacts occurring as a result of different types of projects in different settings.

Book excerpt: This report discusses the state of the art in understanding the economic effects of major transport infrastructure projects. It examines the limits of socio-economic costbenefit analysis (CBA) and reviews the development of complementary and alternative approaches to assessing the benefits of investment in large, transformative projects.CBA has proved a reliable tool for ranking projects that are similar and for assessing investments that make marginal improvements to the transport system. It is much less suited to projects designed to transform the economy or for comparing transport investments designed to enhance regional economic productivity with non-transport uses of public funds to promote growth. In particular CBA does not capture all the wider benefits of transport investments, notably agglomeration effects and responses in labour markets to improved access to jobs. At the same time, the benefits of investment can be communicated with most audiences much more effectively in terms of impacts on jobs and GDP than time savings and net socio-economic welfare benefits - the language of CBA. For all these reasons attention in many jurisdictions is focusing on examining wider economic effects, in addition to standard project appraisal. The microeconomic and macroeconomic tools available to do this have improved markedly in the last decade but are far from mature and require significant resources. For large public investments, particularly where projects are designed to drive development and transform productivity rather than simply release bottlenecks in the existing transport network, the additional evaluation effort is worthwhile and critical to identifying the full value of the project. This report focuses on practical appraisal tools developed for assessment of the Grand Paris super-metro and London's Crossrail project.
