Immigrant live-in caregivers admitted into Canada under the Live-in Caregiver Program (LCP) may experience a situation of exploitation with the risk of violation of their fundamental rights. The 1st chapter of the report examines this question by analysing the LCP, legislation concerning the work of immigrant live-in caregivers, and contractual practices. It offers recommendations for rectifying the situation. Chapter 2 presents a portrait of mail-order brides and an examination of the unequal relationships that characterize this phenomenon. It then analyses the legal framework that governs the industry.

The analysis looks at political change, social policy trends, housing market conditions, and game-changing decisions that altered the approaches of Canadian governments, their provincial partners, and the local agencies they supported. Reinterpreting accounts written in the social housing heyday, Suttor argues that the 1970s shift from low-income public housing to community-based non-profits and co-ops was not the most significant change, highlighting instead the tenfold expansion of activity in the 1960s and the collapse of social housing as a policy priority in the 1990s. Stalking is defined as a course of conduct directed at a specific person that would cause a reasonable person to feel fear. The Supplemental Victimization Survey identified seven types of harassing or unwanted behaviors consistent with a course of conduct experienced by stalking victims. The survey classified individuals as stalking victims if they responded that they experienced at least one of these behaviors on at least two separate occasions. In addition, the individuals must have feared for their safety or that of a family member as a result of the course of conduct, or have experienced additional threatening behaviors that would cause a reasonable person to feel fear.
