Book excerpt: Existing models of state formation are derived primarily from early Western European experience, and are misleading when applied to nation-states struggling to consolidate their dominion in the present period. In this volume, scholars suggest that the Western European model of armies waging war on behalf of sovereign states does not hold universally. The importance of 'irregular' armed forces - militias, guerrillas, paramilitaries, mercenaries, bandits, vigilantes, police, and so on - has been seriously neglected in the literature on this subject. The case studies in this book suggest, among other things, that the creation of the nation-state as a secure political entity rests as much on 'irregular' as regular armed forces. For most of the 'developing' world, the state's legitimacy has been difficult to achieve, constantly eroding or challenged by irregular armed forces within a country's borders. No account of modern state formation can be considered complete without attending to irregular forces.

In most international comparisons, France typifies the "Napoleonic" model for policing, one featuring administrative and political centralization, a strong hierarchical structure, distance from local communities, and a high priority on political policing. France has undergone a process of pluralization in the last 30 years. French administrative and political decentralization has reemphasized the role of local authorities in public security policies; the private security industry has grown significantly; and new kinds of governing models (based on arrangements such as contracts for service provision) have emerged. In addition, during this period, police organizations have been driven toward central government control through the imposition of performance indicators, and a top-down decision was made to integrate the national gendarmerie into the Ministry of Interior. The book addresses how police legitimacy differs across socioeconomic, generational, territorial, and ethnic lines. An analysis of the policing of banlieues (deprived neighborhoods) illustrates the convergence of contradictory police goals, police violence, the concentration of poverty, and entrenched opposition to the states’ representatives, and questions policing strategies such as the use of identity checks. The collection also frames the scope of community policing initiatives required to deal with the public’s security needs and delves into the security challenges presented by terrorist threats and the nuances of the relationship between policing and intelligence agencies. Identifying and explaining the diverse challenges facing French police organizations and how they have been responding to them, this book draws upon a flourishing French-language literature in history, sociology, political science, and law to produce this new English-language synthesis on policing in France. This book is a valuable resource for researchers and practitioners working in and around French policing, as well as students of international law enforcement.

An essential form of collective political participation, the rallies had never been the subject of major research. It examines the ways in which the Egyptian nahda discourse with its emphasis on identity, authenticity and renaissance suppressed various forms of cultural and literary creation emerging from the encounter with European genres as well as indigenous popular literary forms and languages. The book explores the multiple and fluid translation practices of this period as a form of ‘unauthorized’ translation that was not invested in upholding nationalist binaries of originality and imitation. Instead, translators experimented with radical and complex forms of adaptation that turned these binaries upside down. Through a series of close readings of novels published in the periodical The People’s Entertainments, the book explores the nineteenth century literary, intellectual, juridical and economic histories that are constituted through translation, and outlines a comparative method of reading that pays particular attention to the circulation of genre across national borders.

Yet this connection between physical appearance and legal identity is not as modern as it may seem. In Graeco-Roman Egypt, Greek texts also bore “lexical photographs”: standardised, detailed physical descriptions (eikones) of individuals including height, skin colour, hair texture, the shape of the nose and face, and other identifiers like body modifications and disabilities. For the first time, this book collects the nearly 4000 extant eikones and their role in society, bringing the images of real individuals to life within the everyday biometric system in which they acted, worked, and relied upon for identification.
