Book excerpt: This book grew out of a major European Union (EU) funded project on the Hague Maintenance Convention of 2007 and on the EU Maintenance Regulation of 2009. The project involved carrying out analytical research on the implementation into national law of the EU Regulation and empirical research on the first year of its operation in practice. The project also engaged international experts in a major conference on recovery of maintenance in the EU and worldwide in Heidelberg in March 2013. The contributions in this book are the revised, refereed and edited versions of the best papers that were given at the conference. The book is divided into four parts: (i) comparative context (ii) international, looking at national and non-European regional practice and how the Hague Convention could change things; (iii) international and the EU, looking at issues covered by both the Hague Convention and the EU Regulation; and (iv) the EU - looking at the Maintenance Regulation. This is the first study to look carefully at both of the new cross-border maintenance regimes globally and in Europe and to begin the examination of the practical operation of the latter regime. The approval of the Hague Convention by the EU on 9 April 2014 is a major step forward for its practical significance in enabling the recovery of child and spousal support, as from 1 August 2014 all of the 28 EU Member States apart from Denmark will be bound by the Convention.

For many, independence has brought political freedom without concomitant economic and social improvement for their indigenous populations. Zimbabwe fits this description and while it has made significant strides in educating its populations and distributing some agricultural land, it still lags in modernizing its manufacturing industries which survived for many years with little or no capital investment and restricted access to imports. This study, based on a detailed analysis of the results of a survey of manufacturing firms in selected industries, shows the origin of the technologies they have mastered, the use made of external and domestic sources of technology, the skills being applied, their training and other needs, as well as the policies that could favourably affect future industrial development in Zimbabwe.

It demonstrates the contradictory character of the Mnangagwa government, involving both continuities and discontinuities in relation to Mugabe’s regime . The temptation amongst Zimbabwean scholars has been to focus on the continuities and to dismiss the significance of any discontinuities, notably reform measures. This book adopts an alternative approach by identifying and focusing specifically on the existence of a formative project of the Mnangagwa’s Second Republic, further analysing its political significance, as well as risks and limitations. While doing so, the book covers topics such as reform measures, reconciliation, transitional justice, corruption, the media, agriculture, devolution, and the debt crisis as well as health and education. Discussing the limitations of these different reform measures, the book highlights that any scholarly failure to identify the risks of the project leads to an incomplete understanding of what constitutes the Mnangagwa’s Second Republic. The book appeals to students, scholars and researchers of Zimbabwean and African studies, political science and international relations, as well as policymakers interested in a better understanding of political reform processes.

This focus has been magnified by the need to consider tropical cyclones in the context of other global development agendas, that includes the 2030 Agenda for Sustainable Development and its inseparable 17 Sustainable Development Goals (SDGs), the Paris Agreement, the Sendai Framework for Disaster Risk Reduction and Habitat III’s New Urban Agenda. The ambitious SDGs challenge global and community leaders to make sure development addresses the nexus among poverty, inequality and employment creation, as well as care for the earth and its natural resources and biodiversity. The SDGs further present an agenda to eradicate hunger, bring quality education and sustain water and sanitation. The infrastructure development, human settlements, sustainable consumption and production, climate change, biodiversity and the ocean (blue) economy agendas are also pitched. Lastly, the 2030 Agenda for Sustainable Development encourages partnerships on delivering various programmes and projects at all spatial levels. However, as tropical cyclones continue to make multiple landfalls and ravage Southern Africa and other parts of the world, the achievement of the 2030 Agenda for Sustainable Development is threatened. To this end, this book addresses this gap by documenting the implications of tropical cyclones, drawing examples and case studies from recent tropical cyclones such as cyclone Idai and cyclone Kenneth that resulted in catastrophic impacts in 2019. The book comes as part of a series with three volumes. The other volumes include “Cyclones in Southern Africa Vol. 1: Interfacing the Catastrophic Impact of Cyclone Idai with SDGs in Zimbabwe” and “Cyclones in Southern Africa Vol 2: Foundational and Fundamental Topics”. A geological era, now called the Anthropocene, has been coined in environmental and developmental circles, to mark the increased domination of humanity on Earth and its resources. Today, the ecological footprint on the fragile planet continues to increase. Mass industrialisation, like what China is doing and pushing for, is one of the drivers for increased urbanisation that results in increased demand for land. It is also the stimulus behind increased deforestation, overfishing, and pollution. As the fragility of the Earth increases, global bodies like the Intergovernmental Panel on Climate Change are pushing to reduce the Earth’s temperature. Human efforts to manage the problem cascade from a global to a regional, to a national, as well as to much localised scales. Missing though are nuanced contributions at national and community levels, which this book is an attempt to bridge. The nagging sense of responsibility is what this book explores under the label of “sustainability ethic”. As a case study, the book examines the use of sustainability ethic in the management of the physical, infrastructural and natural resources of Zimbabwe. This ethic is built on pillars that include participation of people (households) in their pursuit for sustainable livelihoods, appropriate technology, tools and techniques for environmental protection. It also hinges on stewardship and structures, institutions, policies and processes of governance and sustainability. There are also the aspects of ethics, laws and indigenous technical knowledge for sustainability, capacity building and education plans and programmes for sustainability and population and demographic determinants, processes and outcomes for sustainability.
