Book excerpt: Excerpt from A Bibliography State of Maine, Vol. 1 of 2: From the Earliest Period to 1891 This work has been compiled under the auspices of the Maine Historical Society. With certain exceptions, its purpose is to give the full title of every book, pamphlet, and reputable magazine article at any time printed in or having reference to Maine, and also all of which the authors were, at the time of writing or publishing, residents within the state. The exceptions are chiefly public, municipal and legal reports, and pamphlets which relate to organizations not of an historical, literary, charitable or religious character. Although many of the best literary productions of the State are to be found only in its newspapers, no attempt to enumerate these has been made with the exception of such as have been preserved in other form. The plan also excludes the writings of native authors, printed or published after they have ceased to be residents, unless these have some special relation to Maine. In all cases possible, titles have been copied from the original works; those in catalogues being adopted only as a last resort. Cross references to general and local histories, encyclopaedias, and biographical dictionaries have been usually omitted. The task of the compiler has been greatly lessened by kind aid received from his friends in all parts of the country. Book excerpt: Excerpt from Maine, Vol. 3: A History The inauguration of Governor Robie was the beginning of a Republican supremacy which lasted for nearly thirty years. For much of the period there is comparatively little that is interesting in the political history of the State, except the great part played by Maine men at Washington. In 1883, however, the Legislature took an important step in the development of the prohibitory policy by submitting a constitutional amendment forbidding the manufacture of intoxicating liquors, except cider, and the sale or keeping for sale of intoxicating liquors. But the Legislature was given authority to permit the sale of cider, and of liquors to be used for medicinal and mechanical purposes and in the arts. In the House of Representatives a motion was made to strike out the cider exemption, but it was defeated by a vote of 84 to 56, and the amendment was passed, the test vote standing 104 to 37. In the Senate there were only three noes. The amendment was to be acted on at the next State election and an attempt was made to make ratification depend on the obtaining of a majority of the number of votes cast for Governor, but the motion was defeated. In 1884 the amendment was submitted to the people and ratified by a large majority, the vote standing: yeas, 70,783; nays, 23,811. There were, however, 47,513 men who voted for Governor who did not take the trouble to vote on the amendment, and had the requirement of a majority of the votes for Governor been necessary for ratification, the amendment would have lacked 271 votes of the number needed to pass it. It is probable, however, that had there been doubt of its success the number of affirmative votes would have been larger. In 1884 Mr. Blaine at last received the Republican nomination for the presidency. He led on the first three ballots and was nominated on the fourth. But in his own section he was weak. He had throughout the unanimous support of Maine, but on the first ballot he obtained but one vote from the rest of New England, and even on the last ballot received only thirteen. The Democrats nominated Grover Cleveland, of New York, the candidate most likely to win the votes of dissatisfied Republicans. In Maine the Republicans renominated Governor Robie. The Democrats chose for their candidate John B. Redman, of Ellsworth. Mr. Redman was only thirty-six years old, but he had been a delegate to the Democratic national convention of 1876 and 1880. In 1881 he had been appointed by Governor Plaisted, municipal judge of Ellsworth, which position he still held. He was also, at the time of his nomination, mayor of the city. Clay and the Whigs had brought forward various measures for distributing the proceeds of the sales, with special grants of money or land to the States wherein the land sold was situated. The Democrats of Maine were inclined to oppose such bills, on the ground that the land was the property of all the States and should not be given away. The protectionists, however, even in the East, approved of distribution bills because they lessened the income of the government and so made a tariff more necessary. The Kennebec Journal said that if a long view were taken, distribution appeared a wise measure, that it would settle the question if anything could and give the old States their just share, which otherwise they would lose. It will secure a great degree of steadiness and permanence in the tariff, ' which is of more importance, if possible, than the rate of duties.
