Yet, this field has been dominated by studies of the United States' soft power practices. However, the so-called 'cultural dimension' of the Cold war was a much more multifaceted phenomenon. Little attention has been paid to European actors' efforts to safeguard a wide range of strategic and political interests by seducing foreign publics. This book includes a series of works which examine the soft power techniques used by various European players to create a climate of public opinion overseas which favored their interests in the Cold war context. This is a relevant book for three reasons. First, it contains a wide variety of case studies, including Western and Eastern, democratic and authoritarian, and core and peripheral European countries. Second, it pays attention to little studied instruments of public diplomacy such as song contests, sport events, tourism and international solidarity campaigns. Third, it not only concentrates on public diplomacy programs deployed by governments, but also on the role played by some non-official actors in the cultural Cold War in Europe

Book excerpt: In the late 1990s, AI witnessed an increasing use of the term 'argumentation' within its bounds: in natural language processing, in user interface design, in logic programming and nonmonotonic reasoning, in Al's interface with the legal community, and in the newly emerging field of multi-agent systems. It seemed to me that many of these uses of argumentation were inspired by (of ten inspired) guesswork, and that a great majority of the AI community were unaware that there was a maturing, rich field of research in Argumentation Theory (and Critical Thinking and Informal Logic) that had been steadily re building a scholarly approach to the area over the previous twenty years or so. Argumentation Theory, on its side; was developing theories and approaches that many in the field felt could have a role more widely in research and soci ety, but were for the most part unaware that AI was one of the best candidates for such application.

Communication partners synchronize their body sway, and mimic or imitate each other's body postures and actions. They produce a multitude of manual and facial gestures that help to illustrate what is being said, show how communication partners feel, or or reveal verbal deception. Moreover, face-to-face communication takes place in shared contexts where partners jointly attend and refer to the same objects, often while working on joint tasks such as carrying a table or repairing a car together. Traditionally, communication research has neglected these parts of communication using the engineering model of signal transmission as the main theoretical metaphor. This book takes a new look at recent empirical findings in the cognitive and neurosciences, showing that the traditional approach is insufficient, and presenting a new interdisciplinary perspective, the Embodied Communication perspective. The core claim of the Embodied Communication perspective is that human communication involves parallel and highly interactive couplings between communication partners. These couplings range from low-level systems for performing and understanding instrumental actions, like the mirror system, to higher-systems that interpret symbols in a cultural context. The book can also serve as a guide for engineers who construct artificial agents and robots that should be able to interact with humans.

Benefiting from tendencies towards a performative turn in the humanities and social sciences, drawing on thinking about the performing arts, and responding to gaps in contemporary artefact-oriented philosophy of technology, this book moves thinking about technology forward by using performance as a metaphor to understand and evaluate what we do with technology and what technology does with us. Focusing on the themes of knowledge/experience, agency, and power, and discussing some pertinent ethical issues such as deception, the narrative of the book moves through a number of performance practices: dance, theatre, music, stage magic, and (perhaps surprisingly) philosophy. These are used as sources for metaphors to think about technology—in particular contemporary devices and machines—and as interfaces to bring in various theories that are not usually employed in philosophy of technology. Book excerpt: How voting behavior in Latin America is influenced by social networks and everyday communication among peers In Latin America’s new democracies, political parties and mass partisanship are not deeply entrenched, leaving many votes up for grabs during election campaigns. In a typical presidential election season, between one-quarter and one-half of all voters—figures unheard of in older democracies—change their voting intentions across party lines in the months before election day. Advancing a new theory of Latin American voting behavior, Persuasive Peers argues that political discussions within informal social networks among family members, friends, neighbors, coworkers, and acquaintances explain this volatility and exert a major influence on final voting choices. Relying on unique survey and interview data from Latin America, the authors show that weakly committed voters defer to their politically knowledgeable peers, creating vast amounts of preference change as political campaigns unfold. Peer influences also matter for unwavering voters, who tend to have social contacts that reinforce their voting intentions. Social influence increases political conformity among voters within neighborhoods, states, and even entire regions, and the authors illustrate how party machines use the social topography of electorates to buy off well-connected voters who can magnify the impact of the payoff. Persuasive Peers demonstrates how everyday communication shapes political outcomes in Latin America’s less-institutionalized democracies.
