Pour apporter un éclairage utile à ces questions, cet ouvrage, commandé par la Direction des Transports Terrestres, présente une synthèse technique sur les caractéristiques déterminantes pour la qualité d'usage et sur les limites des différents systèmes de transport collectif. Il pratique pour cela une approche globale des systèmes, c'est-à-dire une démarche intégrant tous les éléments qui concourent au fonctionnement et à l'usage d'un système, non seulement le matériel roulant, mais aussi l'infrastructure et tout ce qui concerne les équipements et modalités d'exploitation. Il présente aussi une analyse des interactions qui existent entre le système et son environnement urbain. Enfin il s'appuie sur une analyse de retours d'expériences de villes qui ont réalisé des TCSP, notamment celles qui ont développé le réseau de surface. Cet ouvrage s'adresse à tous les acteurs, décideurs ou techniciens du transport urbain chargés de piloter ou de mettre en oeuvre une démarche de choix d'un nouveau système de transport collectif urbain. Il sera utile aussi aux architectes, designers et urbanistes qui recherchent une synthèse technique sur les points fondamentaux du transport collectif. Il intéressera enfin les différentes associations d'usagers sollicitées lors des nombreuses concertations.
