Book excerpt: This is a selective and innovative biography of Luigi Einaudi, the most outstanding scientific and political Italian personality of the first sixty decades of the 20th century. This biography highlights some lesser-known and largely unrecognized, original contributions to theories and policies that were developed and applied even many years after his death. His European writings span more than sixty-two years (1987-1959), and his proposals for a European federation have inspired 30% of the articles of the Treaty on the functioning of the EU. As a thinker, he inspired Jean Monnet, and as President of Italy, he influenced, discretely but substantially, the Italian government’s stance on the European Coal and Steel Community Treaty. Today’s “forward guidance” of the European Central Bank (ECB) is quite similar to the way he enforced his monetary policy action in 1947, after becoming governor of the Bank of Italy in 1945. Even the “unconventional” monetary policy of the ECB has clear Einaudian bases. He posited the bases of the so-called “social market economy”, as well as the ‘time inconsistency’ theory and the section of migration theory that placed emphasis on pull factors.

Book excerpt: Luigi Einaudi produced an extensive series of writings dedicated to European federation spanning from 1897 to 1959. In these works, he designs the policies and the institutions of European federation, anticipating the future developments of the European integration process. Several of his proposals are now embedded in the various treaties which have landmarked the history of uniting Europe. However, a number of other proposals have yet to be realised, and could represent a source of inspiration in designing the future of the EU. Einaudi is shown here to be the architect of what we call today the European Union, however no historian, economist or politician has previously recognised the fundamental role of Einaudi. This lack of recognition can be extended to Eurotower bankers, whose unconventional monetary policy has drawn so much from Einaudi’s theory of financial stability.

C. Olivetti & C.” An unbroken line of reasoning linked his maturing political reflections during the two post-war periods. The historical context of the 1950s did not prove to be very propitious, but the guidelines dispersed throughout the Italian cultural and political world from the movement that Olivetti founded were certainly seminal – generating a legacy of ideas that has only in part been recognized. What makes this study distinctive is the original approach to reading the history of Italy through Adriano Olivetti’s eyes and thoughts, far from the more common Christian Democratic or Communist perspective of those years. It is simply another view of what the Italian Republic could be and was not.

This rebirth took the form of conservative liberalism and, in its most developed form, Ordo-liberalism. It occurred against the historical background of the great transformational crisis of liberalism in the first part of the twentieth century. Conservative liberalism evolved as a cross-national phenomenon. It included such eminent and cultured liberal economists as James Buchanan, Frank Knight, Henry Simons, Ralph Hawtrey, Jacques Rueff, Luigi Einaudi, Walter Eucken, Friedrich Hayek, Alfred Müller-Armack, Wilhelm Röpke, Alexander Rüstow, and Paul van Zeeland, as well as leading lawyers like Louis Brandeis, Franz Böhm, and Maurice Hauriou. Conservative liberals also played a formative role in establishing new international networks, notably the Mont Pèlerin Society. The book investigates the rich intellectual inheritance of this variant of new liberalism from aristocratic liberalism, ethical philosophy, and religious thought. It also locates the social basis of conservative liberalism and Ordo-liberalism in the cultivated bourgeois intelligentsia. The book goes on to examine the attempts to embed this new disciplinary form of liberalism in Britain, France, Germany, Italy, and the United States, and to consider the determinants of its varying significance across space and over time. It concludes by assessing the historical significance and contemporary relevance of conservative liberalism and Ordo-liberalism as liberalism confronts a new transformational crisis at the beginning of the new millennium. The relationship between Fascist Italy and the League of Nations was contradictory, shifting from active collaboration to open disagreement. Previous literature has not reflected this oscillation in policy, focusing disproportionally on the problems Italy caused for the League, such as the Ethiopian crisis. Yet Fascist Italy remained in the League for more than fifteen years, and was the third largest power within the institution. How did a Fascist dictatorship fit into an organization espousing principles of liberal internationalism? By using archival sources from four countries, Elisabetta Tollardo shows that Fascist Italy was much more concerned with, and involved in, the League than currently believed.
